Ռուսաստանը տապալում է Վիաննայի և Սանկտ-Պետերբուրգի պայմանավորվածությունների կատարումը

ԵԱՀԿ Մինսկի խումբը հայտարարություն տարածեց ԼՂ հակամարտության վերաբերյալ, որտեղ կոչ արեց հարգել Վիեննայում և Սանկտ-Պետերբուրգում ձեռք բերված պայմանավորվածությունները և վերացնել առկա խոչընդոտները երկու հիմնական հարցերում.
1. ԵԱՀԿ անձնական ներկայացուցչի գրասենյակի կարողությունների ավելացում
2. Միջադեպերի հետաքննության մեխանիզմների սահմանում:
Ի՞նչ խոչընդոտների մասին է խոսքը։

Հայտարարության տարածումից անմիջապես հետո ՌԴ ԱԳ նախարարը շտապես մեկնաբանել հայտարարությունը և հայտարարեց, որ նշված հարցերի վերաբերյալ չկա փոխհամաձայնություն: Ինչու՞ է այդ մասին խոսում Ռուսաստանի ԱԳ նախարարն ու ինչու չի խոսում այդ խոչընդոտները վերացնելու իր կողմից ներդրվող ջանքերի և ակնկալվող արդյունքների մասին։

Իմ խորին համոզմամբ՝ Լավրովը շտապեց խոսել փոխամաձայնության բացակայության մասին` նպատակ հետապնդելով նախ և առաջ հանգստացնել Ադրբեջանին, ապա նաև ցույց տալ ԱՄՆ և Ֆրանսիայի համանախագահներին, որ այդ պայմանավորվածությունները չեն կարող կատարվել:

 

Պատասխանը, կարծում եմ, ակնհայտ է. Ռուսաստանն ինքն է ստեղծում այդ խոչընդոտները` սերտորեն համագործակցելով Ադրբեջանի հետ, և Լավրովի հնչեցրած խոսքերն այդ կոնտեքստում ընկալվում են որպես յուրօրինակ ինքնախոստովանություն:

Իսկ ինչու՞ է Ռուսաստանը շահագրգռված այս երկու պայմանավորվածությունների չկիրառման հարցում։

Այստեղ նույնպես ակնհայտ է, որ Ռուսաստանը տարիներ շարունակ կառավարում է ԼՂ հակամարտությունը, իսկ որպես կառավարման արդյունավետ գործիք՝ հրահրում և խրախուսում է սահմանին զինված ընդհարումները, իսկ այդ հարցում Ռուսաստանի գործընկերը Ադրբեջանն է, որը նույնպես չի ցանկանում միջադեպերի հետաքննության մեխանիզմների գործարկումն ու մշտադիտարկման հնարավորությունների և կարողությունների ավելացումը, քանի որ այդ դեպքում հրադադարի ռեժիմի խախտման համար կկրի ուղղակի պատասխանատվություն, իսկ ԵԱՀԿ Մինսկի խմբի հայտարարությունները կլինեն կոնկրետ և հասցեական:

Պայմանավորվածությունների կատարման պարագայում Ռուսաստանն այլևս չի կարողանա կառավարել հակամարտությունը և իր համար նախընտրելի պայմաններում սրել կամ լիցքաթափել իրավիճակը ղարաբաղա-ադրբեջանական շփման գոտում: Իսկ սա իր հերթին նշանակում է, որ Ադրբեջանի համար Ռուսաստանն այլևս չի ունենա այն նշանակությունը, որ ունի հիմա, ինչի հետևանքով Ռուսաստանի կարևորությունը տարածաշրջանում էապես կնվազի:
Այնպես որ, հարգելի դիվանագետներ, մտածեք խոսելուց առաջ, քանի որ ձեզ լսում են խելացի մարդիկ ...
