 Արտաշատի տարածքային հարկային տեսչության պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձի կողմից պաշտոնեական լիազորությունները չարաշահելու վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննությամբ իրականացված մի շարք քննչական և դատավարական գործողությունների արդյունքում բացահայտվել են կատարված հանցագործության հանգամանքները, ձեռք բերված փաստական տվյալների հիման վրա 2 անձանց մեղադրանքներ են առաջադրվել:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից, ՀՀ հատուկ քննչական ծառայությունը ավելի վաղ հայտնել էր, որ բեռնափոխադրումների կազմակերպմամբ զբաղվող «Սպեկտրում Կարգո Սերվիս» ՍՊ ընկերության հիմնադիր Արմեն Պետրոսյանը հաղորդմամբ հայտնել է, որ, իր կարծիքով, իր ընկերության գործարքներին առնչվող և առևտրային գաղտնիք կազմող տեղեկությունները հարկային մարմնից փոխանցվել են իր մրցակիցներին, ովքեր այդ տվյալները հրապարակել են «Վայբեր» հեռահաղորդակցության համակարգում, որի պատճառով իր ընկերությանը պատճառվել են վնասներ:

Դեպքի առթիվ հարուցված և քննվող քրեական գործի նախաքննությամբ հիմնավորվել է, որ ՀՀ կառավարությանն առընթեր պետական եկամուտների կոմիտեի Արտաշատի տարածքային հարկային տեսչության տեղեկատվության և վերլուծության բաժնի հարկային տեսուչ Անի Համբարձումյանը, իր պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելով և առանց համապատասխան հիմքերի, հարկային մարմնի էլեկտրոնային համակարգից ապօրինի լուսանկարել է «Սպեկտրում Կարգո Սերվիս» ՍՊ ընկերության գործարքներին առնչվող և առևտրային գաղտնիք կազմող տեղեկությունները և դրանք փոխանցել է մրցակից, բեռնափոխադրումների կազմակերպմամբ զբաղվող «Գոստրանս Պլյուս» ՍՊ ընկերության տնօրեն, իր ընկերուհի Սաթենիկ Հակոբյանին:  

Հիշյալ հանցավոր գործողությունների արդյունքում «Վայբեր» հեռահաղորդակցության համակարգում հասանելի են դարձել բեռնափոխադրումների կազմակերպմամբ զբաղվող «Սպեկտրում Կարգո Սերվիս» ՍՊ ընկերությանը վերաբերող առևտրային գաղտնիք կազմող տեղեկությունները: 

Պաշտոնեական լիազորությունները չարաշահելու համար ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 1-ին մասով մեղադրանք է առաջադրվել ՀՀ կառավարությանն առընթեր պետական եկամուտների կոմիտեի աշխատակազմի Արտաշատի տարածքային հարկային տեսչության տեղեկատվության և վերլուծության բաժնի հարկային տեսուչ Անի Համբարձումյանին, իսկ առևտրային գաղտնիք կազմող տեղեկությունն ապօրինի հավաքելու համար ՀՀ քրեական օրենսգրքի 199-րդ հոդվածի 1-ին մասով մեղադրանք է առաջադրվել նաև ձեռնարկատիրական գործունեությամբ զբաղվող, «Գոստրանս Պլյուս» ՍՊ ընկերության տնօրեն Սաթենիկ Հակոբյանին:

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործի նախաքննությունը: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարան ուղարկելու համար: 

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
