Մթնոլորտի աղտոտումը ժամանակակից մարտահրավեր է

Շրջակա միջավայրի աղտոտումը մարդկության առջև ծառացած ժամանակից լրջագույն մարտահրավերներից մեկն է: Տարեկան հսկայական քանակով նյութեր են արտանետվում մթնոլորտ, որոնք բացասաբար են ազդում մարդկանց, բույսերի և կենդանիների կենսագործունեության վրա: Արտանետումների մեծ խմբաքանակը և մթնոլորտում ջերմոցային գազերի խառնուրդների կոնցենտրացիան ջերմոցային էֆեկտի առաջացման պատճառ է դարձել, որի արդյունքում երկրի կլիման փոփոխության է ենթարկվում:
Ներկայիս տեմպերով մթնոլորտի աղտոտման շարունակությունը կարող է անդառնալի հետևանքներ ունենալ երկրի բնակլիմայական միջավայրի վրա, ուստի յուրաքանչյուր պետություն պետք է ունենա իր պատասխանատվության բաժինը այս խնդրում, քանի որ օդի աղտոտումը հատկապես վերջին տարիներին մեծացրել է իր բացասական ազդեցությունը երկրի բնակիչների առողջության վրա:
ՀՀ-ում արտանետումների մոտ 95%-ը բաժին է ընկնում Երևանի և Արարատի, Արմավիրի, Լոռու, Կոտայքի մարզերի ձեռնարկություններին ու տրանսպորտին։ ՀՀ տարածքում գործում են օդային ավազանի վերահսկողության դիտակետեր, որոնք պարբերաբար գրանցում և հաղորդում են տեղեկություններ օդի աղտոտվածության մասին: Հատկապես կարևոր է մթնոլորտի վիճակի հսկողության հատուկ համակարգի ստեղծումը։
Աղտոտման նվազեցման հիմնական միջոցառումներն ընդգրկում են աղտոտիչ նյութերի մշտական հաշվառումն ու չափորոշումը։ Մթնոլորտային օդի մաքրության և որակի բարելավման ապահովումը, մթնոլորտային օդի վիճակի վրա ֆիզիկական, քիմիական, կենսաբանական և այլ վնասակար ազդեցությունների նվազեցումն ու կանխումը կարգավորվում են «Մթնոլորտային օդի պահպանության մասին» ՀՀ օրենքով, որը չի համապատասխանում մթնոլորտային օդի պահպանության ժամանակակից մոտեցումներին:
Մթնոլորտային օդի պահպանության առավել արդյունավետ կառավարման համար օրենքին նոր տեսք հաղորդելու համար հաստատվել է «Մթնոլորտային օդի պահպանության մասին» ՀՀ օրենքի նախագծի հայեցակարգը: Այն համահունչ է զարգացած երկրներում, մասնավորապես ԵՄ-ում գործող հասկացություններին և չափանիշներին:
Հայեցակարգում ներկայացվել են այն հիմնական փոփոխությունները, որոնք դասակարգվել են հետևյալ տրամաբանությամբ՝ մթնոլորտային օդի որակի գնահատում, անշարժ և շարժական աղբյուրներից արտանետումների սահմանափակում, արտանետումների հաշվառում:
Ակնկալվում է, որ հայեցակարգով նածխատեսված նոր կարգավորումների կիրառումը հնարավորություն կտա նվազեցնել մթնոլորտի աղտոտման չափաբաժինը և ըստ այդմ քաղաքացիների առողջության վրա եղած բացասական ազդեցությունը:
