ԱԺ արտահերթ նիստ. ՈՒՂԻՂ
POLITICSԱզգային ժողովում մեկնարկել է կառավարության հրավիրած արտահերթ նստաշրջանի հերթական նիստը: Ինչպես հաղորդում է «Արմենպրես»-ը, գրանցվել է 100 պատգամավոր:
Նիստի մեկնարկին քվեարկության են դրվել նախորդ նիստի ընթացքում քննարկված հարցերը:
Դեկտեմբերի 15-ի նիստում պատգամավորները երկրորդ ընթերցմամբ քննարկել են «Ազգային ժողովի կանոնակարգ» ՀՀ օրենքի նախագիծը: Նախագիծը լրամշակվել է, կատարվել են որոշ փոփոխություններ: Պատգամավորների առաջարկով՝ ելույթներին հատկացվող ժամանակը չի սահմանափակվել և դրանք կլինեն 10-ական րոպե, խմբակցություններին տրվել են 2 լրացուցիչ լիազորություններ. դրանք վերաբերում են խորհրդարանական լսումներ կազմակերպելուն և արտահերթ քննարկելու համար նախագծեր շրջանառության մեջ դնելուն: Գործուղումների մեկնած պատգամավորները պարտավոր կլինեն ներկայացն ելու հաշվետվություն: Գործուղման մեկնած պատգամավորը կարող է նախապես հայտնել իր դիրքորոշումը որևէ նախագծի վերաբերյալ. դրա համար նա պետք է փակ ծրարով իր «ձայնը» հանձնի ԱԺ աշխատակազմի քարտուղարությանը, որն այնուհետև կմիացվի քվեարկության ընդհանուր ձայներին: Որոշակի փոփոխություններ են կատարվել արտահերթ նիստեր հրավիրելու առնչությամբ և այլն:
Այնուհետև խորհրդարանը երկրորդ ընթերցմամբ քննարկել է «ՀՀ ԱԺ պատգամավորի գործունեության երաշխիքների մասին», «Գնումների մասին» օրինագծերը, «Հարկային մարմնի կողմից վերահսկվող եկամուտների գծով արտոնություններ սահմանելու մասին» և կից ներկայացված օրինագծերի փաթեթը:
ՀՀ արդարադատության փոխնախարար Արտակ Ասատրյանն առաջին ընթերցմամբ պատգամավորների քննարկմանն է ներկայացրել ՀՀ կառավարության հեղինակած «ՀՀ քաղաքացիական օրենսգրքում փոփոխություն եւ լրացումներ կատարելու մասին» և կից ներկայացված օրինագծերի փաթեթը: Ըստ հիմնական զեկուցողի՝ փաթեթի ընդունման պարագայում դատական կարգով արդար և համաչափ փոխհատուցման՝ ներառյալ նյութական և ոչ նյութական վնասների հատուցման և ռեաբիլիտացիայի իրավունք կստանան խոշտանգումից տուժած անձինք:
Առաջին ընթերցումով քննարկվել է «Պետական կենսաթոշակների մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրինագիծը, «Հաշմանդամություն ունեցող անձանց իրավունքների պաշտպանության եւ սոցիալական ներառման մասին» օրենքի նախագիծը, «Պետական գույքի մասնավորեցման 2006-2007 թվականների ծրագրի մասին» ՀՀ օրենքում փոփոխություն և լրացում կատարելու մասին» օրենքի նախագիծը, ՀՀ և Վերակառուցման և զարգացման միջազգային բանկի միջև 2016 թվականի փետրվարի 23-ին ստորագրված «Տեղական տնտեսության և ենթակառուցվածքների զարգ ացման ծրագիր» վարկային համաձայնագիրը:
