Տնտեսական գործունեության ընթացքում կազմակերպությունները ոչ արդյունավետ կառավարման կամ արտաքին ու ներքին տնտեսական ազդեցության հետևանքով կարող են հայտնվել ֆինանսական կոլապսի մեջ և դառնալ անվճարունակ:
Այս իրավիճակում, երբ կազմակերպությունը չի կարողանում վճարել հարկերը և կուտակում է տույժ ու տուգանքներ պետությունը կանգնում է երկընտրանքի առաջ. ճանաչել կազմակերպությունը սնանկ և պարտադրել այլընտրանքային ձևով մարել պետական պարտքը, ինչը կարող է լինել գույքի առգրավումով կամ «ներել» ընկերության հարկերի չվճարման հետևանքով կուտակված տույժերն ու տուգանքները: Վերջինի պարագայում հնարավորություն է ստեղծվում «բուժել» «հիվանդ» տնտեսությունները, հնարավորություն տալ վերականգնել ու զարգացնել տնտեսական ներուժը, և ինչը որ շատ կարևոր է՝ պահպանել ընկերության աշխատատեղերը:
