4300 անհատ ձեռնարկատերեր «խորը շունչ» կքաշեն

Արման Վարդանյանը ֆեյսբուքյան իր էջում գրում է.
Փոքր և միջին ձեռնարկությունները մշտապես պետք է լինեն պետության ուշադրության կենտրոնում: Ի՞նչ եղանակով և ի՞նչ գործիքակազմով պետք է խթանել միկրո բիզնեսին, հենց այս հարցերին «պատասխանելն» էլ պետության հիմնական առաքելությունն է:
Վերջերս կառավարության կողմից հավանության էր արժանացել հարկային համաներում կոչվող փաթեթը: Ի՞նչ է այն իրենից ենթադրում: Պետք է նկատել, որ այստեղ մենք գործ ունենք ոչ միայն համաներման, այլ հարկային խաղի կանոնների հստակեցման հետ:
Այս փաթեթի շրջանակներում մի քանի հարկատեսակների գծով տույժերից ազատման հնարավորություն է ստեղծվում միկրո բիզնեսի համար: Մասնավորապես՝ մինչև 2012թ. դեկտեմբերի 31-ը եկամտահարկի և պարտադիր սոցիալական ապահովագրության վճարների նվազագույն գումարների վճարման պարտավորություններ ունեցող անհատ ձեռնարկատերերը, նոտարները և ինքնազբաղված անձինք կազատվեն դրանց վճարումներից: Սրա հետևանքով հարկային բեռից կազատվի շուրջ 4300 անհատ ձեռնարկատեր, իսկ եկամտային ազդեցությունը կկազմի մինչև 800 միլիոն դրամ: Բացի այդ՝ այս խավերը կազատվեն կուտակային վճարների վերաբերյալ սահմանված ժամկետներում վճարումներ չկատարելու համար հաշվարկված տույժերի տույժերից:
Կարծում եմ՝ այս որոշման համաձայն բարենպաստ պայմաններ է ստեղծվում փոքր բիզնեսի համար: Այն սոցիալական նշանակություն կունենա՝ շատ-շատերին ազատելով տույժերի և տուգանքների վճարումից և կթողնի, որպեսզի վերջիններս ավելի խորը «շնչեն»:
