«Փաստ» օրաթերթը գրում է.

ԱԺ արտահերթ նստաշրջանն ավարտվեց: Նախորդ նիստից սկսած, ԱԺ խոսնակն ու խոսնակի տեղակալը համոզում էին պատգամավորներին, որ նիստը կարճ է տևելու։ Չնայացած այդ հանգամանքին, պատգամավորների մի զգալի մասը արձակուրդ էր տենչում։ Շատ էին աշխատել երևի։ Անտեսելով այն պարագան, որ օրակարգում կային քվեարկության մի շարք կարևոր հարցեր, ամեն դեպքում պատգամավորների մի մասը չէր եկել, մյուս մասն էլ ժամանեց ուշացումով։ ԱԺ նախագահն ստիպված ժամանակ էր ձգում, որպեսզի մյուսները գան և քվորում ապահովեն։ Իսկ այդ ընթացքում, ներկաները խոսում էին ու աղմկում։ Այս տեսարանը մոտավորապես նման էր անկարգապահ դասարանի։ Իսկ Գալուստ Գրիգորիչի վիճակը, մեղմ ասած, նախանձելի չէր։ Նա նմանվում էր այն ուսուցչին, ով հայտնվել է հարուստ ընտանիքներից կազմված երեխաներով լեցուն մի դասարանում։ 

Իսկ եթե ավելի լուրջ նայենք ստեղծված իրավիճակին և փորձենք ամփոփել տարին, ապա կտեսնենք, որ այս ԱԺ–ն գործել է խայտառակ ձևաչափով։ Բացառությամբ մի քանի պատգամավորների, ովքեր հանդես են եկել կառուցողական ու քննադատական ելույթներով, ինչպես նաև նախաձեռնություններով, մնացածի դեպքում այդ պարագան չկա։ Մյուսները՝ լավագույն դեպքում զավեշտի են վերածել իրենց տրամադրված ամբիոնը։ Նայելով այդ մեծամասնության աշխատանքները, հարկ է համարել, որ կա որակական էական փոփոխությունների, անձերի վերադասավորման և, կազմի իննսուն տոկոսի փոփոխության կարիք։ Երբ տեսնում ենք այսօրվա ԱԺ–ն, ակամայից կարոտում ենք Արշակ Սադոյանի չորրորդ խոսափողին։ 

Շարունակելով թեման, կարելի էր անգամ ԱԺ–ն ցրելու խնդիր բարձրացնել, սակայն Սահմանադրությունը դա չի թույլատրում, քանի որ ապրիլին վեց ամսից էլ քիչ ժամանակ է մնացել։ Սակայն մյուս կողմից տարակուսելի է այն հանգամանքը, որ եթե ՀՀ գրեթե պետական բոլոր կառույցները և մասնավոր սեկտորը աշխատում են մինչև դեկտեմբերի 26–ը, որոշ դեպքերում անգամ մինչ 31–ը, որքանով է համաչափ, գլխավոր օրենսդիր մարմնին արձակուրդի ուղարկել հիմա։ Ի՞նչ է, այդ նույն մեծամասնությունը ամբողջ տարին տքնե՞լ է հասարակության կյանքը բարելավող օրենքներ մշակելով, թե՞ հետամուտ է եղել, որ կառավարությունը բարձրացնի կյանքի որակը Հայաստանում։ Հավատացեք, ոչ առաջինը, ոչ էլ երկրորդը նրանք չեն արել։ Բայց աչքի են ընկել մանկապարտեզի չար տղաներին բնորոշ մի շարք արարքներով՝ միմյանց փոխարեն քվեարկել, նոր սովորած հայհոյանքները փորձարկել, լրագրող ծեծել և այլն։

Ապրիլից հետո, երբ Հայաստանը կանցնի լրիվ խորհրդարանական կառավարման, հուսանք, մենք չենք ունենա այն պատկերն, ինչ ունենք այսօր։ Բացի այն հանգամանքից, որ առկա վիճակում գործող խորհրդարանն ի վիճակի չէ Հայաստանում եղած կենսական խնդիրներ լուծել, լիարժեք խորհրդարանական կառավարման դեպքում նման կոնտինգենտը միայն ու միայն կխաթարի Հայաստանի միջազգային վարկն ու հեղինակությունը։ Ուստի կարծում ենք, որ նոր ընտրությունների նախաշեմին, խորհրդարան մտնելու հայտ ու հավակնություն ներկայացնող կուսակցությունները պետք է մանրամասն նայեն իրենց ցուցակները և նորից մտորեն։ Իսկ մեզ մնում է ցանկանալ, որ ջեռուցում չլինելու պատճառաբանությամբ, փակեն այս մանկապարտեզը։
