Դեկտեմբերի 21-ին կայացած Երևանի ավագանու  նիստում, որը վարել է Երևանի քաղաքապետ Տարոն Մարգարյանը, ավագանին հավանություն է տվել Երևան համայնքի սեփականությունը հանդիսացող 2 բնակարան անհատույց սեփականության իրավունքով օտարել 2016 թվականի հուլիսին ՀՀ ոստիկանության պարեկապահակային ծառայության գնդի տարածքում զոհված երկու ոստիկանների ընտանիքներին:

Ըստ այդմ, մայրաքաղաքի Սիսակյան փ. հ.16 շենքի հ.29՝ 60.3 քմ մակերեսով բնակարանը անհատույց սեփականության իրավունքով հատկացվել է ոստիկանության զորքերի զինծառայող, լեյտենանտ Յուրի Տեփանոսյանի այրուն՝ Արփինե Թումասյանին և նրա երեխաներին՝ Էլեն, Աշխեն և Կարեն Տեփանոսյաններին:
Ավագանու մեկ այլ որոշմամբ Սիսակյան փողոցի հ.16 շենքի հ.105՝ 60.3 քմ մակերեսով բնակարանն անհատույց սեփականության իրավունքով հատկացվել է ոստիկանության ավագ ենթասպա Գագիկ Մկրտչյանի այրուն՝ Հասմիկ Ոսկանյանին և որդուն՝ Մհեր Մկրտչյանին:
Որոշման նախագիծը ներկայացնելիս նշվել է, որ զոհված ոստիկաններն իրենց ընտանիքներով չեն ունեցել սեփական բնակարան և Երևանում բնակվել են վարձակալական հիմունքներով: 
Երևանի ավագանու այլ որոշումներով անհատույց օգտագործման իրավունքով բնակարաններ են տրամադրվել նաև բնակարանային պայմանների բարելավման կարիք ունեցող ևս 7 ընտանիքի:
