ԵԱՏՀ-ն պետկառավարման սեկտորի կոնսոլիդացված բյուջեի դեֆիցիտի նվազեցման միջոցներ է առաջարկել Հայաստանին

Եվրասիական տնտեսական հանձնաժողովի կոլեգիան ընդունել Է «Հայաստանի Հանրապետությունում պետական կառավարման սեկտորի կոնսոլիդացված բյուջեի դեֆիցիտի նվազեցմանն ուղղված միջոցառումների վերաբերյալ Եվրասիական տնտեսական հանձնաժողովի առաջարկների մասին» հանձնարարականը, տեղեկացնում Է «Արմենպրես»-ը՝ հղում անելով ԵԱՏՀ-ի մամուլի ծառայությանը:

Սա երրորդ փաստաթուղթն Է, որը հանձնաժողովի կողմից պատրաստվել Է Եվրասիական տնտեսական միության պետություններում մակրոտնտեսական կայունության ապահովման նպատակով:

Հանձնարարականը պատրաստելիս հանձնաժողովն օգտագործել Է ֆինանսական եւ պարտային կայունության գնահատման միջազգային մեթոդաբանությունները, որոնք կիրառվում են Արժույթի միջազգային հիմնադրամի, Համաշխարհային բանկի եւ աշխարհի մյուս առաջատար տնտեսական կազմակերպությունների կողմից:

Հանձնարարականը մշակված Է այն բանի կապակցությամբ, որ Հայաստանը գերազանցել Է պետական կառավարման սեկտորի կոնսոլիդացված բյուջեի դեֆիցիտի քանակական մեծությունը, որը սահմանված Է ԵԱՏՄ-ի մասին պայմանագրով: 2015 թվականին այն կազմել Է 4,8 տոկոս, այս տարվա առաջին եռամսյակում եւ առաջին կիսամյակում՝ ՀՆԱ-ի համապատասխանաբար 3,1 տոկոսը եւ 3,9 տոկոսը: 2016 թվականի ինն ամսվա արդյունքներով նշված ցուցանիշի գերազանցման միտումը շարունակում Է պահպանվել:

Պաշտպանելով տնտեսական իրադրության բարելավման ուղղությամբ ՀՀ կառավարության եւ Կենտրոնական բանկի կողմից ձեռնարկվող միջոցները, հանձնաժողովն առաջարկել Է վարել տնտեսական աճի խթանման քաղաքականություն՝ պետական կառավարման սեկտորի կոնսոլիդացված բյուջեի դեֆիցիտի՝ Պայմանագրով սահմանված քանակական մեծության պահպանման անհրաժեշտության հաշվառմամբ: Խոսքը վերաբերում Է բյուջետահարկային քաղաքականության անցկացմանը՝ ուղղված բյուջեի եկամտային մասի ավելացմանը՝ հաշվի առնելով Հայաստանում հարկման բազայի ընդլայնման առկա հնարավորությունները, եւ ծախսային մասի նվազեցմանը բյուջետային կոնսոլիդացիայի ապահովման ճանապարհով:

Հանձնաժողովի կողմից մի շարք միջոցներ են առաջարկվել կառուցվածքային քաղաքականության բնագավառում, որոնց իրագործումը երկարաժամկետ հեռանկարում նույնպես դրական ազդեցություն կունենա պետական կառավարման սեկտորի կոնսոլիդացված բյուջեի դեֆիցիտի նվազեցման վրա:

Հայաստանի կողմից առաջարկված միջոցառումների իրագործումը թույլ կտա միջնաժամկետ հեռանկարում ավելացնել եկամուտները եւ ապահովել կոնսոլիդացված բյուջեի դեֆիցիտի՝ Պայմանագրով սահմանված քանակական մեծության պահպանումը, ինչպես նաեւ բարձրացնել մակրոտնտեսական կայունությունը եւ արագացնել հանրապետության տնտեսության ադապտացումը Միության գործունեության պայմաններին:
