ՊԵԿ-ում բարեփոխումները կցնցե՞ն կոռուպցիոն համակարգը

Պետության տնտեսության կայացման ու զարգացման առաջնային նախապայմաններից մեկը հարկային ու մաքսային ոլորտների նորմալ, թափանցիկ գործունեությունն է, այսինքն՝ ՊԵԿ-ի ոլորտը: Համաձա՞յն եք: Կարծում եմ՝ այո: Մենաշնորհները, ստվերը, կոռուպցիան ծնվում են այս ոլորտում ու հետո միայն տարածվում պետական կառավարման ու հասարակական կյանքի այլ ճյուղերի վրա:
Բիզնեսի, ձեռնարկատիրության զարգացումը առաջին հերթին պետք է կապել հարկային ու մաքսային մարմինների ադեկվատ աշխատանքի հետ, ինչը մեր երկրում բավական երկար տարիներ բացակայել է: Դրա ապացույցն էր ներկրումների հետ կապված այն մենաշնորհները, որոնց մասին կարող էին պատմել անգամ երեխաները: Նոր կառավարության ձևավորումից հետո հասարակության մեջ լուրջ սպասելիքներ են ձևավորվել, ինչը պայմանավորված է եղել նաև վարչապետի մի քանի հանձնարարություններով:
Կառավարության նիստերից մեկի ժամանակ նա անդրադարձել էր ՊԵԿ-ի գործունեությանն ու հնչեցրել մի շարք հանձնարարականներ, որոնցից մեկ-երկուսն առավել քան կարևոր են: Կառավարության ղեկավարն անհրաժեշտ է համարել առավելագույնս կրճատել փաստաթղթերի, տեղեկանքների տրամադրման ցանկն ու ժամկետները: «Խաղի կանոններն առավելագույնս պետք է պարզ ձևակերպված լինեն, քաշքշուկը և անհրաժեշտ տեղեկանքների քանակը պետք է հասցնել նվազագույնի: Եթե այս կամ այն երկրի սերտիֆիկատը մեզ համար ընդունելի է, լրացուցիչը չպահանջենք»,- ասել էր Կարեն Կարապետյանը:
Անդրադառնալով հսկիչ գներին՝ վարչապետը նշել էր, որ անհրաժեշտ է վերանայել դրանց կիրառման մեխանիզմն ապրանքների ներմուծման ժամանակ. «Օրինակ՝ հստակ սահմանել այն երկրների ցանկը, որոնց նկատմամբ արժանահավատություն կա և ընդունել այնտեղի ինվոյսի գինը: Խոսքն այն երկրների մասին է, որտեղ առկա է ԱԱՀ-ի վերադարձ: Անհրաժեշտ է ուսումնասիրել այս դաշտը, եթե մենք սրանով ոլորտը կանոնակարգում ենք, քաշքշուկը վերանում է, հսկիչ գների կիրառման դաշտը փոքրանում է, բիզնեսը հասկանում է խաղի կանոնները, կարծում եմ, որ այստեղ կունենանք արդյունք»:
Կառավարության ղեկավարն ընդգծել էր, որ ՊԵԿ աշխատակազմից ակնկալում է ծառայողի կերպարի արմատական վերափոխում: Դա, թերևս, փոխադարձ վստահության ու հարգանքի ձևավորման համար անփոխարինելի ռեֆորմ կլինի: Թե որքանով են վարչապետի կառավարման 100 օրվանն ընդառաջ այդ ամենն իրականություն դարձել, պետք է ասեն տնտեսվարողներն ու քաղաքացիները, բայց ակնկալիք կա, որ կարծրացած կոռուպցիոն համակարգն արդյունքում լուրջ ցնցումների կենթարկվի:
