100 օրվա դրայվը

Սեդա Ադամյանը ֆեյսբուքյան իր էջում գրում է.
Լրանում է Կարեն Կարապետյանի պաշտոնավարման 100 օրը և կարծում եմ պետք է ուսումնասիրել այս ընթացքում կառավարության իրականացրած աշխատանքները: Ի՞նչ ունեցանք այս 100 օրվա ընթացքում, ի՞նչ շոշափելի փոփոպություններ եղան:
Թեպետ 100 օրը կառավարության գործունեության գնահատման տեսանկյունից կարճ ժամկետ է, այնուամենայնիվ կարելի է մի փոքր հետ նայել:
Նախ պետք է նկատել, որ նոր կառավարության գործունեության հիմնական շեշտադրումները դրամավարկային, հարկաբյուջետային քաղաքականության, էնեգակիրների գների, կոռուպցիայի դեմ պայքարի վրա էր: Իհարկե այլ ուղղություններով նույնպես որոշակի քայլեր է ձեռնարկվել, այնուամենայնիվ կարելի է առանձնացնել, այն որ նոր կառավարության գործունեության ընթացքում վերաֆինանսավորման տոկոսադրույքը էականորեն իջել է:
Ինչ վերաբերվում է էներգակիրների սակագների փոփոխությանը, ապա այստեղ պատկերն ավելի շոշափելի է: Խոսքը գնում է գազի գնի էական նվազման մասին: Փոխվել են գնագոյացման սկզբունքները: Եթե նախկինում առաջնայինը մատակարարի ծախսերի փակման հարցերն էին, ապա հիմա լուծվեց կարևորագույն խնդիր` նոր գները ոչ միայն արդարացված են սոցիալական առումով, այլև կունենան խթանիչ դեր: 2016-ի հունվարին, ջերմոցներն ու վերամշակող ձեռնարկությունները 1 խմ-ի համար վճարում էին 156 դրամ, իսկ այժմ կվճարեն 100 դրամ:
Ակնհայտ է, որ այս գնային փոփխությունը չի կարող դրական ազդեցություն չունենալ տնտեսվարողների և ոլորտի զարգացման վրա: Երբ այդ ոլորտն ունի արտահանման մեծ ներուժ, ապա նշանակում է, որ գազի գների նվազմամբ լրջագույն հիմնախնդիր է լուծվում:
Անելիքներ անշուշտ շատ կան, թե թվարկված ոլորտներում, թե ամբողջ տնտեսության մասշտաբով: Բարեփոխումները բավարար չեն եղել առողջացնելու ամբողջ տնտեսությունը, սակայն կարծում եմ, որ այս թեմային ավելի ճիշտ է ինչ որ գնահատական տալ առնվազն կես տարի հետո: Հուսանք, որ փոփոխությունները կլինեն շարունակական:
