Տեղեկատվական և հեռահաղորդակցության տեխնոլոգիաների ոլորտը համաշխարհային տնտեսության լոկոմոտիվի դերն է ստանձնել: Զարգացող հաղորդակցության տեխնոլոգիաները արագացնում են տնտեսության առաջընթացը՝ կրճատելով ժամանակն ու տարածությունը։ Տեղեկատվական և թվային տեխնոլոգիաները իրենց բարձր շահութաբերությամբ այժմ հսկայական դեր են կատարում հատկապես զարգացող երկրներում և մեծ արդյունաբերական ընկերություններում։

Ձևավորվում է հսկայական թվային տնտեսություն, որը ինտեգրացնում է ոչ միայն համաշխարհային առևտուրը, այլ նաև փոխում է բիզնեսի իրականացման ներքին ձևերը։ Տնտեսական ինտեգրացիան վերացնում է ազատ առևտրի և կապիտալի ազատ տեղաշարժման խոչընդոտները, որի պայմաններում մեծ նշանակություն և տարածում են ստանում տեղեկատվությունն ու գիտելիքը։ Աշխարհը արդյունաբերական դարաշրջանից տեղափոխվել է դեպի տեղեկատվության դարաշրջան։ Համաշխարհային մակարդակով աստիճանաբար առավել մեծ դերակատարություն է ստանձնում տեղեկատվությունը, որը համարվում է շատ թանկարժեք տնտեսական ռեսուրս և դասվում է այնպիսի ռեսուրսների շարքը, ինչպիսիք են՝ նավթը, գազը, օգտակար հանածոները և այլն։

Գիտելիքի հասարակությունը տեղեկատվական տեխնոլոգիաների կամ թվային տնտեսության հետ մեկտեղ, որտեղ անհատները և ընկերությունները ստեղծում են հարստություն գիտելիքով և ցանցային մարդու ինտելեկտով, սկսել է մեծ թափով զարգանալ։ Հայաստանի ՏՀՏ ոլորտը վերջին տարիներին արագ առաջընթաց է ապրել։ Ոլորտի մեծությունը դեռ համեմատաբար փոքր է, սակայն այն ունի մեծ պոտենցիալ։ Հայաստանում կան համապատասխան ինտելեկտուալ ռեսուրսներ, որոնց ռացիոնալ կիրառումը հնարավորություն կտա, որպեսզի ՏՀՏ ոլորտը ստանձնի ՀՀ տնտեսության քարշող ուժի դերակատարությունը:

Դեռևս 2000 թվականին ՀՀ կառավարության կողմից այս ոլորտը ճանաչվել է երկրի տնտեսական առաջընթացի կարևորագույն բաղադրիչներից մեկը։ Տեղեկատվական և հեռահաղորդակցության տեխնոլոգիաների ոլորտի զարգացմանը հատուկ տեղ է հատկացվում մասնավորապես արդեն իսկ 100 գործունեություն ծավալող կառավարության կողմից: Վարչապետ Կարեն Կարապետյանը պարբերաբար քննարկումներ է իրականացնում ոլորտի ներկայացուցիչների հետ, լսում նրանց հուզող խնդիրները: Պետությունն իր առջև խնդիր է դրել հնարավորինս բարենպաստ պայմաններ ստեղծվել ոլորտի ներկայացուցիչների գործունեության և ներդրումների ներգրավման համար: Պետություն-մասնավոր հատված համագործակցությունը էական դեր ունի ոլորտի հաջող զարացմանը հասնելու համար:

Տեղեկատվական տեխնոլոգիաների ներդրումը նորարարական գործողություն է այն իմաստով, որ էապես փոխում է կազմակերպություններում իրականացվող տարաբնույթ գործունեության ողջ բովանդակությունը։ Այսինքն՝ ՏՀՏ ոլորտը հանդիսանում է այն ուղղությունը, որը կարող է էական տեղաշարժեր առաջ բերել և´ տնտեսությունում, և´ բիզնես միջավայրում, և´ մշակույթում և հանգեցնել հայկական «սիլիկոնյան հովտի» ստեղծմանը:
