Ռուսները շատ բան ունեն մտածելու ՀԱՊԿ-ի ու ԵՏՄ-ի մասով

Ալեն Ղևոնդյանը ֆեյսբուքյան իր էջում գրում է.

Երեկ՝ դեկտեմբերի 26-ին, Սանկտ Պետերբուրգում տեղի ունեցան եվրասիակայն ռեգիոնի երկու կազմակերպությունների՝ ԵՏՄ-ի ու ՀԱՊԿ-ի գագաթնաժողովներ: Օրակարգում մի շարք կարևոր հարցեր էին՝ ԵՏՄ Մաքսային միության կանոնադրության հաստատումը, ՀԱՊԿ Գլխավոր նոր քարտուղարի թեկնածության քննարկման/հաստատման հարցերը, աշխատանքային այլ հարցեր:

Իրականում այս հանդիպումը կարելի է համարել երկու կազմակերպությունների համար էլ ձախողված ու անարդյունավետ: Իսկ պատճառները մի քանիսն են:

Նախ՝ ՀԱՊԿ մասով բացակայում էր քվորումը, գագաթնաժողովին ներկա չէր Բելառուսի նախագահ Ա.Լուկաշենկոն, ով, ի դեպ, այս տարի նախագահում է ՀԱՊԿ-ում: Իսկ սա նշանակում է, որ Ն.Բորդյուժային փոխելու հարցը տեղափոխվում է 2017-ի ապրիլ. այդ ժամանակ կգումարվի ՀԱՊԿ նոր գագաթնաժողով և հավանաբար կլուծվի նաև նոր քարտուղարի նշանակման հարցը: Նախօրեին հայտարարվել էր, որ բացի հայ թեկնածուից, ում, ըստ ռոտացիոն կարգի, պետք է անցնի այդ պաշտոնը, առկա են նաև այլ թեկնածուներ: Գագաթնաժողովին չմասնակցելը Մինսկի կողմից իրականում նախ՝ յուրահատուկ դեմարշ էր ՌԴ-ի դեմ, մյուս կողմից՝ հարված ՀՀ-ին, քանզի ըստ ՀԱՊԿ կանոնակարգի՝ կազմակերպության գլխավոր քարտուղար պետք է դառնա ՀՀ-ի ներկայացուցիչը, որին փաստացիորեն դեմ են Մինսկում ու Աստանայում:

Մյուս խնդիրը վերաբերում էր ԵՏՄ-ին, ուր քննարկման ու հաստատման օրակարգի հարցերի շարքում նախագահները ստորագրել են (բացառությամբ Ղրղզստանի ղեկավարի) Եվրասիական տնտեսական միության Մաքսային օրենսգրքի մասին համաձայնագիրը, ԵԱՏՄ շրջանակներում ինտեգրացիայի հիմնական ուղղությունների, Միության ընդհանուր ծառայությունների շուկայի վերաբերյալ որոշումները: Ի թիվս այլ հարցերի՝ նիստի արդյունքներով ստորագրվել են նաև ԵԱՏՄ ձևաչափով Իրանի, Հնդկաստանի, Եգիպտոսի, Սինգապուրի հետ համագործակցության որոշումները:

Ղրղզստանի նման դիրքորոշումը կապված է ՌԴ-ի հետ վերջերս նրա՝ տրանսֆորմացվող մոտեցումներով: Իրականում ղրղզները ԵՏՄ-ում իրենց քվեի քաղաքական գինն են փորձում բարձրացնել՝ փորձելով այդ կերպ զիջումներ կորզել ՌԴ-ից Կենտրոնական Ասիայի ռեգիոնում: Ու նրանց նախագահի վերջին հայտարությունները հենց այդ մասին են փաստում:

Մի խոսքով՝ կարելի է փաստել, որ պետերբուրգյան հանդիպումը հաջողված չէր, ուստի հատկապես ռուսները՝ որպես երկու կազմակերպությունների լոկոմոտիվ-երկիր, բավական բան ունեն մտածելու այդ ուղղությամբ: Մենք հեռու ենք այն մտքից, թե նրանք տեղյակ չէին Լուկաշենկոյի գալ-չգալու հարցերից կամ «մեր դաշնակից» ղրղզների դիրքորոշումից, ուստի նաև պարզ է, որ կարծես ակնհայտ է դառնում, որ չնայած գերտերության իրենց կարգավիճակին, նրանք չեն կարողանում պատշաճ կերպով սպասարկել իրենց շահերը իրենց սահմանակից-դաշնակից գործընկերների հետ նման ֆորմատում: 
Չնայած առկա է նաև այլ տարբերակ. միգուցե հենց նման իրողություններում են ՌԴ-ի շահերն այս պահին, ներկա միջազգային օրակարգի ներքո...

Այս առումով նաև պետք է որոշակիացնել մեր մոտեցումները. եթե ռուսները՝ որպես ուղղենիշային երկիր ունակ չեն ապահովելու ՀԱՊԿ-ի ու ԵՏՄ-ի կայացման ու ձևավորման փուլերում գտնվող օրակարգերի իրացումը, ապա դա ոչ միայն վնասելու է այդ կազմակերպությունների խիստ մշուշոտ ապագան, այլ նաև որոշ երկրների համար՝ այնտեղ մնալ-չմնալու հեռանկարներ է ստեղծելու:
