Չինարիի դեպքերի առնչությամբ ՄԻՊ-ն ամփոփ փաստաթուղթ կներկայացնի

Հայաստանի պաշտպանության նախարարության դեկտեմբերի 29-ի հայտարարության համաձայն՝ նույն օրը վաղ առավոտյան Ադրբեջանական զինված ուժերի կողմից ՀՀ Տավուշի մարզի Չինարի գյուղի մոտակայքում ձեռնարկվել է զինված հարձակում, որի հետևանքով սպանվել են երեք հայ զինծառայողներ:
Հարձակման վերաբերյալ հրապարակված տեղեկությունից անմիջապես հետո Մարդու իրավունքների պաշտպանի Գեղարքունիքի տարածքային ներկայացուցիչը հատուկ հանձնարարությամբ մեկնել է Տավուշի մարզի Չինարի գյուղ՝ տեղում անմիջականորեն ուսումնասիրելու իրավունքների, այդ թվում՝ զինծառայողների կյանքի իրավունքի խախտման հանգամանքները և կատարելու անհրաժեշտ փաստահավաք աշխատանքներ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ՄԻՊ աշխատակազմից:
Այսօր և երեկ ողջ օրվա ընթացքում Պաշտպանի ներկայացուցչի կողմից Չինարի գյուղում իրականացվել են փաստահավաք աշխատանքներ՝ միջազգային պրակտիկայում ընդունված հատուկ սկզբունքներին համապատասխան: Տեղի են ունեցել առանձնազրույցներ Չինարիի գյուղապետի և գյուղի ավագանու անդամների, գյուղի բնակիչների, ինչպես նաև Հայաստանի զինված ուժերի ծառայողների հետ: Այնուհետև, գյուղի ավագանու անդամի ուղեկցությամբ կատարվել են նաև տեղանքի, հարձակման վերաբերյալ հրապարակային տվյալների և անհրաժեշտ այլ ուսումնասիրություններ:
Արդյունքում՝ արձանագրվել են փաստեր այն մասին, որ դեկտեմբերի 29-ին ադրբեջանական զինված ուժերի կողմից երեք հայ զինծառայողները կյանքից զրկվել են այն պայմաններում, երբ չի եղել հարձակման որևէ հավանականություն կամ վտանգ: Դրանից բացի, հարձակումը կատարվել է այնպիսի եղանակով, որն ակնհայտորեն վկայում է խաղաղ բնակիչներին վնաս հասցնելու ադրբեջանական զինված ուժերի մտադրության մասին: Վաղ առավոտից, երբ սկսվել են գնդակոծությունները, խաղաղ բնակիչները ստիպված են եղել թաքնվել հատուկ թաքստոցներում և դուրս են եկել թաքստոցներից ցերեկը ժամը 13:00-ի Õ �ահմաններում: Փաստահավաք աշխատանքների ընթացքում արձանագրվել են նաև գյուղի խաղաղ բնակիչների, այդ թվում՝ երեխաների, կանանց ու տարեցների կյանքի համար ակնհայտորեն վտանգավոր գնդակոծությունների հետքեր: Դրանք վկայում են այն մասին, որ խաղաղ բնակիչների տների ուղղությամբ արձակվել են թիրախային կրակոցներ (կից՝ լուսանկարներ):
Ադրբեջանական զինված ուժերի այս ոտնձգություններն ակնհայտորեն խախտում են մարդու իրավունքների վերաբերյալ միջազգային բոլոր պահանջները:
ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմում արդեն իսկ սկսվել է կատարված աշխատանքների արդյունքների ամփոփում՝ հատուկ մեթոդով: Առաջնահերթ անգլերեն լեզվով կազմվում է այդ աշխատանքներն արտացոլող ամփոփ փաստաթուղթ՝ միջազգային իրավասու կազմակերպություններին ներկայացնելու նպատակով:
