Վրաստանը Գազպրոմից կստանա ոչ թե գազ, այլ` կանխիկ գումար. «Ամերիկայի ձայն»

Վրաստանի կառավարության պաշտոնատար անձինք հայտնել են, որ երկրի տարածքով ռուսական Գազպրոմին պատկանող գազի առաքումների համար վճարումների շուրջ նոր պայմանագիր է ստորագրվել:
Ըստ կնքված նոր գործարքի, Վրաստանը, որը ներկայումս ստանում է իր տարածքով դեպի Հայաստան անցնող ռուսական գազի 10 տոկոսը, համաձայնել է դրամի փոխարկել այն մինչեւ 2018 թվականը, ինչը նշանակում է, որ Ռուսաստանի կառավարությունը գազի փոխարեն Վրաստանին կվճարի կանխիկ դրամով:
«Ամերիկայի ձայնի» փոխանցմամբ՝ բանակցությունների նախկին երկու փուլերի ժամանակ «Գազպրոմը» պնդում էր վճարումները կատարել կանխիկ գումարով, Վրաստանն` այն համարում անընդունելի: Վրաստանի էներգետիկայի նախարար Կախի Քալաձեն ասում է, թե նոր գործարքն ունի միայն կարճաժամկետ պայմաններ եւ համապատասխանում է ռուս-վրացական ներկա հարաբերություններին: Քալաձեն ասել է նաեւ, թե այս գործարքը չի խորացնի Ռուսաստանի էներգակիրներից Վրաստանի կախվածությունը, այլ պարզապես «կփոխի միայն վճարման մեթոդը»: Ապրանքափոխանակությունը դրամական վճարումներով փոխանակելը նա համարում է «միջազգայնորեն ընդունված փորձառություն»:
Սակայն Վրաստանի կառավարության քննադատներն ասում են, թե «Գազպրոմից» գազ գնելու հանգամանքով Վրաստանն ընկնում է Ռուսաստանից կախվածության մեջ: Մարտ ամսին ցուցարարները մարդկային 7 կիլոմետրանոց շղթա էին կազմել Ռուսաստանի դեսպանատնից մինչեւ կառավարության շենքը` բողոքելով գործարքը դրամականացնելու մտադրության դեմ: Բողոքի ակցիան կազմակերպել էր նախկին նախագահ Միխեիլ Սահակաշվիլիի արեւմտամետ Միացյալ ազգային շարժում կուսակցությունը, որը Մոսկվային մեղադրում է «Գազպրոմի» միջոցով Արեւմուտքի հետ Վրաստանի կապերը խորացնելու ջանքերը խոչընդոտելու մեջ: «Վրաստանի ատլանտյան խորհուրդ» անվանումը կրող հաստատության փոխնախագահ Բաթու Քութելիյաի խոսքերով, Քալաձեի բացատրությունները թերի են:
Պարզ չէ, ասել է նա, թե արդյոք այս գործարքը համապատասխանում է Վրաստանի արտաքին քաղաքականության մանդատին, եւ արդյոք արտգործնախարարությունը մասնակցել է բանակցություններին, թե որոշումը կայացվել է բացառապես էներգետիկայի նախարարության միջոցով: «Մենք Ռուսաստանի պահանջներն ընդունելու կամ դրանց շուրջ փոխզիջման գալու դիրքերում չենք,- ասել է «Transparency International»-ի վերլուծաբաններից Գիորգի Օնիանին, շարունակելով,-«Շատ հազվադեպ է պատահում, երբ Վրաստանն արտոնյալ լծակներ է ունենում Ռուսաստանի նկատմամբ:
Իսկ սա այն դեպքն էր, երբ Վրաստանը կարո′ղ էր ունենալ այդ լծակները, քանի որ Ռուսաստանը շահագրգռված է շարունակել գազի տարանցիկ փոխադրումները»:
