International Media Holding-ի հիմնադիր Արման Վարդանյանի ելույթը՝ ԵԱՀԿ՝ «Human Dimension Implementation Meeting» համաժողովին

Սեպտեմբերի 21-ին Լեհաստանի մայրաքաղաքումմեկնարկել է ԵԱՀԿ ամենամյա համաժողովը՝«Human Dimension Implementation Meeting»-ը՝ նվիրված մարդու իրավունքների ու ժողովրդավարության հիմնահարցերին։
Համաժողովին ելույթով է հանդես եկել International Media Holding-ի հիմնադիր Արման Վարդանյանը։ Ստորև Ձեզ ենք ներկայացնում ելույթի ամբողջական տարբերակը.
«Ես International Media Holding-ի հիմնադիրն եմ, որի կազմում ընդգրկված են հայաստանյան և վրացական մեդիադաշտի առաջատար տեղեկատվական-վերլուծական կայքեր։ Մեդիահոլդինգի ռազմավարական առաջնայնություններն ենբազմակարծության ապահովումը և դեմոկրատական արժեքների ժողովրդականացումը՝ մեր մեդիա հարթակների բազմամիլիոնանոց լսարանի շրջանում։ Ներկա պահին մենք ակտիվ աշխատանքներ ենք տանում միջազգային ճանաչում ունեցող մեդիա փորձագետների հետ՝ սեփական մեծամասշտաբ մեդիանախագծի՝ Euromedia24-ի մեկնարկի նախապատրաստման համար, որն իր ներկայացուցչություններն է ունենալու Եվրոպայի մի շարք երկրներում, Ռուսաստանում, ԱՄԷ-ում և Արևելյան գործընկերության երկրներում։
Ելնելով մեդիահոլդինգի ռազմավարական շահերից՝ մեր թիմը տեղեկատվական ռեսուրսների, մասնավորապես՝ ինտերնետային կայքերի խորը ուսումնասիրություն է կատարել, որի որոշ արդյունքներ ցանկանում եմ ներկայացնել Ձեզ։
Զարմանալի է, բայց ուսումնասիրությունների արդյունքում մենք արձանագրել ենք անսպասելի պատկեր։ Մի շարք երկրներում, որտեղ դեմոկրատիայի և խոսքի ազատության ոլորտներում ավանդաբար առկա են եղել բարձր ցուցանիշներ, մեդիա կառույցների մեծամասնությունը բաժանված է քաղաքական կուսակցությունների և խոշոր կորպորացիաների միջև, ինչն այդքան էլ դրական ազդեցություն չի թողնում բազմակարծության ապահովման վրա։
Եթե վերլուծում ենք Արևելյան գործընկերության երկրներում տիրող իրավիճակը, պետք է նշել, որ այստեղ էլ ամեն ինչ միանշանակ չէ։ Օրինակ՝ Ուկրաինայում ինտերնետային մեդիաշուկան բավականին հագեցած է, կան մեծ թվով պրոֆեսիոնալ մեդիա փորձագետներ, սակայն առկա է մեդիահարթակների նկատմամբ վստահության որոշակի պակաս։ Այդ երկրում հաճախակի փոխվում են մեդիահոլդինգների սեփականատերերը և դրանց առաջնային նպատակները, ինչն էլ իր հերթին ենթադրում է նոր մոտեցումների մշակում և տվյալ տեղեկատվական ռեսուրսի ռազմավարության փոփոխություն։
Բելառուսում մենք արձանագրել ենք դրական տեղաշարժ խոսքի և մամուլի ազատության ոլորտում։ Նորարարական մեդիանախագծերը, որոնք Բելառուսում ներկայացվել են մեր թիմում ընդգրկված միջազգային փորձագետների կողմից, բավական լայն արձագանք են գտել ինչպես տեղական մեդիաշուկայի «խաղացողների», այնպես էլ՝ պետական կառույցների կողմից։ Քաղբանտարկյալների ազատ արձակման փաստը նույնպես դրական է ազդել մեդիաոլորտի ազատականացման գործընթացի վրա։
Հայաստանյան օրենսդրությունը բավականին լայն լիազորություններ և իրավունքներ է տալիս լրագրողներին։ Մեդիա ռեսուրսի ստեղծումը զերծ է բյուրոկրատական դժվարություններից, իսկ պետական կառույցներն ազատ մամուլի նկատմամբ բռնաճնշման մեթոդներ գրեթե չեն կիրառում՝ չնայած ոլորտում առկա են նաև մեծ թվով դեռևս չլուծված խնդիրներ։ Ինչ վերաբերում է իշխանամետ և անկախ տեղեկատվական կայքերի թվային հարաբերակցությանը, ապա այստեղ նկատվում է հավասարություն։
Ի տարբերություն շատ եվրոպական երկրների, որտեղ մեդիա ռեսուրսները եկամտաբեր են, Արևելյան գործընկերության երկրներում այդ ռեսուրսների բյուջեն դոտացիոն բնույթ է կրում, դրանք մշտապեսկանգնած են գործունեության դադարեցման վտանգի առջև։ Բնական է, որ դա էլ ազդում է խոսքի ազատության որակի և տեղեկատվության տարածման հասանելիության վրա։
Եզրափակելով խոսքս՝ ցանկանում եմ շեշտել, որ մենք պատրաստ ենք ցանկացած համագործակցության, որի հիմքում կլինի աջակցությունը խոսքի ազատությանը, մամուլին և դեմոկրատական արժեքների ու գաղափարների ժողովրդականացմանը»։
