Հայտնի բլոգեր Ալեքսանդր Լապշինի ձերբակալության եւ նրա` Ադրբեջանին հնարավոր արտահանձման հարցի վերաբերյալ ՀՀ Հանրային խորհրդում օրեր առաջ տեղի է ունեցել աշխատանքային խորհրդակցություն, որից հետո ստեղծվել է աշխատանքային խումբ` խնդիրն ուսումնասիրելու եւ համապատասխան փաստաթուղթ պատրաստելու նպատակով:

Այսօր` հունվարի 17-ին, Հանրային խորհրդում նույն հարցի վերաբերյալ տեղի է ունեցել լայն քննարկում, որին մասնակցել են նաեւ մեդիափորձագետ Սամվել Մարտիրոսյանը եւ բլոգեր Տիգրան Քոչարյանը: Քննարկման արդյունքում պատրաստվել է բաց նամակ` ուղղված Բելառուսի Հանրապետության Նախագահ Ալեքսանդր Լուկաշենկոյին:

Նախատեսված է նամակը հանձնել Հայաստանի Հանրապետությունում Բելառուսի դեսպանություն:

Նամակի տեքստն ամբողջությամբ ներկայացնում ենք ստորեւ.

«Բելառուսի Հանրապետության Նախագահ Ալեքսանդր Լուկաշենկոյին

Մեծարգո պարոն Նախագահ,

Հայաստանի Հանրապետության Հանրային խորհուրդը դիմում է Ձեզ հայտնի բլոգեր-ճանապարհորդ Ալեքսանդր Լապշինի ձերբակալության եւ նրա` Ադրբեջանին հնարավոր արտահանձնման հարցի կապակցությամբ:

Ղարաբաղյան հիմնախնդիրը միայն երկու երկրների` Հայաստանի եւ Ադրբեջանի խնդիրը չէ, այն տարածաշրջանային, գլոբալ անվտանգության նշանակություն ունեցող խնդիր է, որի խաղաղ կարգավորման ուղղությամբ համապատասխան ջանքեր են գործադրվում միջազգային հանրության կողմից: Դրան զուգահեռ ոչ միայն ԵԱՀԿ Մինսկի խմբի համանախագահները, այլեւ բազմաթիվ միջազգային հասարակական կազմակերպություններ, անհատներ, պետական ու քաղաքական գործիչներ այցելում են Երեւան, Ստեփանակերտ եւ Բաքու` փորձելով գտնել հիմնախնդրի կարգավորման հնարավոր փոխզիջումային տարբերակը: Ալեքսանդր Լապշինի ձերբակալության եւ նրա` Ադրբեջանին հնարավոր արտահանձնման հարցը խիստ մտահոգիչ է հատկապես այդ տեսանկյունից: 

Միայն այն հանգամանքը, որ Լեռնային Ղարաբաղ այցելելու համար Ադրբեջանը 180 լրագրողների հայտարարել է «personae non grata», իսկ Ադրբեջանի ԱԳՆ կողմից 2016 թ. դեկտեմբերի 7-ին թարմացված «սեւ ցուցակում» արդեն իսկ ընդգրկվել է 623 անձ՝ ներառյալ Ֆրանսիայի ներքին գործերի նախարար Բրունո Լը Ռուն եւ օպերային երգչուհի Մոնսերատ Կաբալյեն, վկայում է, թե ինչպես է Ադրբեջանը պատկերացնում ժողովուրդների միջեւ համերաշխության հաստատումը: Հարկ ենք համարում նշել, որ այդ ցուցակում ներառված է նաեւ Բելառուսի հինգ քաղաքացի:

Երկու կարծիք չկա, որ Ադրբեջանի ներկայացրած հիմնավորումներով Լապշինի արտահանձնումը կգնահատվի որպես մարդու իրավունքների ու հիմնարար ազատությունների` մասնավորապես ազատ խոսքի եւ ազատ տեղաշարժի կոպտագույն խախտում:

Համոզված ենք, որ Բելառուսն այս հարցում հավատարիմ կմնա իրեն բնորոշ հավասարակշիռ քաղաքականությանը, կառաջնորդվի միջազգային սկզբունքներով եւ Ալեքսանդր Լապշինին Բաքվին արտահանձնելու որոշում չի կայացնի»,- ասվում է նամակում:
