 Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի հունվարի 23-ի նիստում քննարկվել է Ադրբեջանում քաղբանտարկյալների առկայության հարցը, մասնավորապես անդրադարձ է կատարվել Իլգար Մամմադովի գործին: Այս մասին ֆեյսբուքյան իր էջում գրառում է կատարել ՀՀ Ազգային ժողովի պատգամավոր, ԵԽԽՎ-ում հ այկական պատվիրակության անդամ Սամվել Ֆարմանյանը:

«Ադրբեջանական էպոպեան շարունակվում է արդեն ԵԽԽՎ Մարդու իրավունքների և իրավական հարցերի հանձնաժողովում...

Դեռ դեկտեմբերին, հանձնաժողովի փարիզյան նիստում, իմ առաջարկությամբ, որոշում ընդունվեց, որպես հրատապ հարց, քննարկման առարկա դարձնել Ադրբեջանի կողմից քաղբանտարկյալ Իլգար Մամմադովի վերաբերյալ՝ Մարդու իրավունքների եվրոպական դատարանի որոշման չկատարման խնդիրը։

Որոշում՝ միավորելով ջանքերը ԵԽ-ի Գլխավոր քարտուղար Յագլանդի և Նախարարական կոմիտեի հետ, հանձնաժողովը մարտի սկզբին հատուկ առաքելություն կգործուղի Բաքու՝ ադրբեջանական իշխանություններին գրավոր փոխանցելու հանձնաժողովի խորը մտահոգությունը ՄԻԵԴ-ի չկատարման վերաբերյալ և հանձնաժողովի հաջորդ նիստում, մարտին, պատգամավորներին կբաժանվի Ադրբեջանի իշխանությունների պաշտոնական բացատրությունը՝ Ադրբեջանը համարու՞մ է իրեն ԵԽ-ի անդամ պետություն և հարգու՞մ է անդամակցությամբ իր ստանձնած միջազգային փարթամությունները, թե՞՝ ոչ։

Ամեն դեպքում ԵԽԽՎ-ն, դեպքերի նման զարգացման դեպքում, պետք է քաղաքական հետևություն անի, ընդհուպ մինչև ադրբեջանական պատվիրակության լիազորությունների դադարեցում»,- գրել է Սամվել Ֆարմանյանը։
