Նեղացկոտ պաշտոնյաներ կամ «սոված մանուկներ, դավաճանություն»

ՀՀ փոխվարչապետ Վաչե Գաբրիելյանը հորդորում է չխոսել «սովալլուկ մանուկների և համատարած աղքատացման մասին», քանի որ կառավարությունը տեսնում է առկա խնդիրները և գործուն քայլեր անում դրանք հաղթահարելու ուղղությամբ: Պարզ է, որ Գաբրիելյանի հայտարարությունը լիովին տեղավորվում է Սերժ Սարգսյանի թեթև ձեռքով շրջանառության մեջ դրված գաղջ մթնորոլտի թեզի շրջանակներում:
Հայաստանյան պետական պաշտոնյաները, խոսքները մեկ արած, հորդորում են մեկ լրագրողներին, մեկ քաղաքական գործիչներին «չպղտորել մթնոլորտը վատ լուրերով»: Նախօրեին վարչապետ Հովիկ Աբրահամյանը «նեղանում էր» հոսանքի թանկացման նկատմամբ վատ տրամադրվածությունից, դե Սերժ Սարգսյանի մեղադրանքները լրագրողներին նույնիսկ քննարկաման ենթակա չէ:
Պետական պաշտոնյաների այս հայտարարություններին հետևելիս` ակամայից տպավորություն է ստեղծվում, թե ականատես ենք գավառական մի քաղաքի շենքի «բեսեդկաներից» մեկում արվող կենցաղային զրույցին: Ինչ խոսք, քաղաքական և տնտեսական տեքստում օգտագործել «սովալլուկ մանուկներ, աղքատության զոհեր» և նմանատիպ այլ ձևակերպումներ, պարզապես անթույլատրելի է, որից էլ օգտվում է առկա վարչակարգը նույնանման պատասխաններ տալու համար:
Սակայն մյուս կողմից, եթե քաղաքական քննադատության մեջ քիչ թե շատ հասկանալի են պոպուլիզմի տարրեր պարունակող նման ձևակերպումները, ապա պետական պաշտոնյան` և այն էլ վարչապետը կամ փոխվարչապետը, որևէ իրավունք չունեն քաղաքական տեքստը իջեցնել նույն մակարդակի: Սակայն այս պարզունակացման գործընթացին մենք պարբերաբար ականատես ենք լինում և խորհրդարանում, և խորհրդարանից դուրս:
Սակայն թողնելով սա մի կողմ, անդրադառնանք փոխվարչապետի մեկ այլ, մեղմ ասած տարօրինակ հայտարարությանը այն մասին, թե կառավարությունը գործուն քայլեր է կատարում խնդիրների հաղթահարման համար: Համաձայնենք, որ էլեկտրաէներգիայի թանկացման որոշումից հետո, այսօրինակ ձևակերպումնները զարմանք են առաջացնում, քանի որ կարծես որևէ լուրջ մասնագիտական հետազոտություն առկա չէ, այն մասին, թե ինչպիսի ազդեցություն կունենա հոսանքի թանկացումը երկրի ողջ տնտեսության վրա՝ չհաշված ազգաբնակչության սոցիալ-տնտեսական վիճակի երաշխավորված վատթարացումը:
Այսօրինակ հեռանկարի պայմաններում Վաչե Գաբրիելյանի հայտարարությունները գործուն քայլերի մասին, առնվազն հավատ չեն ներշնչում: Նման հայտարարություններից հետո, այլ բան չի մնում կարծելու, որ մենք ունենք երկրի նախագահի պաշտոնում գտնվող անձին արժանի վարչապետ, վարչապետին արժանի փոխվարչապետ և այս նույն սկզբունքը կիրառելի է մինչև վարչակարգի ստորին օղակների համար: Նման պայմաններում բոլորովին էլ զարմանալի չէ ՀՀ պետական պաշտոնյաների նեղացկոտությունը Հայաստանի քաղաքացիներից՝ լրագրողներից, քաղաքական գործիչներից և այլն:
