ՀՔԾ-ում ավարատվել է քննիչի կողմից կաշառք ստանալու և խարդախության փորձ կատարելու գործով նախաքննությունը

ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննությամբ հիմնավորվել է, որ ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության երկրորդ կայազորային քննչական բաժնի քննիչ Արթուր Սարուխանյանն իր վարույթում քննվող քրեական գործի նախաքննության ընթացքում խաղադրույք կատարելու համար գումար հայթայթելու նպատակով զանգահարել է Ռոբերտ Հովհաննիսյանին և իր լիազորությունների շրջանակում քրեական գործով վերջինիս օգտին գործողություններ կատարելու խոստում տալով՝ պահանջել և ստացել է զգալի չափերի կաշառք:

Բացի այդ, 2015 թվականի մայիսի 18-ին`աշխատանքից ազատվելուց հետո, Արթուր Սարուխանյանը կրկին խաղադրույք կատարելու համար, խաբեության եղանակով, ուղղակի դիտավորությամբ, ի սկզբանե նպատակ ունենալով Ռոբերտ Հովհաննիսյանից կատարել հափշտակություն, զանգահարել է վերջինիս և հայտնել, թե, իբր,  հանդիպել է քրեական գործով դատավարական հսկողություն իրականացնող դատախազի հետ, ով քրեական գործը կարճելու համար պահանջել է 200 հազ. ՀՀ դրամ: Արթուր Սարուխանյանը հորդորել է իր միջոցով փոխանցել պահանջվող գումարը, սակայն Ռոբերտ Հովհաննիսյանի՝ գումար չտալու պատճառո վ Ա. Սարուխանյանը չի կարողացել իր հանցավոր մտադրությունը հասցնել ավարտին:

Որոշ ժամանակ անց Ռոբերտ Հովհաննիսյանն Արթուր Սարուխանյանի հետ ունեցած հեռախոսազրույցի ընթացքում հայտնել է, որ իր վերաբերյալ քրեական գործն ուղարկվում է դատարան և խնդրել է ինչ-որ կերպ օգտակար  լինել: Ա. Սարուխանյանը սկզբից հրաժարվել է, ապա հասկանալով, որ քիչ հավանական է, որ դատարանը նրան ազատազրկման կդատապարտի, ստել է, թե, իբր, կհանդիպի դատախազին և կփորձի լուծել պատիժը պայմանականորեն չկիրառելու կամ ծառայության մեջ սահմանափակում մտցնելու վերաբերյալ միջնորդություն անելու հարցը: Դրանից հետո Ռ. Հովհաննիսյանը զանգահարել է Ա. Սարուխանյանին և խեղաթյուրելով իրականությունը` հայտնել է, իբր, կրկին խոսել է դատախազի հետ, ով պատիժը պայմանականորեն չկիրառելու կամ ծառայության մեջ սահմանափակում մտցնելու վերաբերյալ միջնորդություն անելու համար պահանջել է 500 հազար ՀՀ դրամ: Ռոբերտ Հովհաննիսյանը համաձայնել է, սակայն Արթուր Սարուխանյանն իր կամքից անկախ հանգամանքներով պայմանավորված, չի կարողացել ավարտին հասցնել հանցավոր մտադրությունը, քանի որ բռնվել է հատուկ ծառայություն իրականացնող աշխատակիցների կողմից:      

Ինչպես Արմենպրես-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից, Արթուր Սարուխանյանին մեղադրանք էր առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ և 34-178-րդ հոդվածների 1-ին մասերով, իսկ Ռոբերտ Հովհաննիսյանին՝ ՀՀ քրեական օրենսգրքի 312-րդ հոդվածի 1-ին մասով:   ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործի նախաքննությունը: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարան ուղարկելու համար:
