Ամեն ինչ զենք կրելու իրավունքի մասին. ովքեր են Հայաստանում զենք կրում

Հայաստանի Հանրապետությունում 2016 թվականին 7 212  մարդու զենք կրելու իրավունք է տրվել: «Արմենպրես»-ի հաղորդմամբ՝այս մասին հայտնել է  Հասարակական կարգի ապահովման վարչության լիցենզավորման և թույլտվության բաժնի պետ ոստիկանության փոխգնդապետ < b>Արմեն Ղազարյանը:

2016 թվականի դրությամբ Հայաստանի Հանրապետության հաշվառված է 35 427 որսորդ: Ներկայումս ՀՀ ոստիկանությունում հաշվառված է 58 652 միավոր հրազեն:

Նախորդ տարի քաղաքացիների կողմից ՀՀ ոստիկանություն  կամավոր հանձնվել է 166 միավոր քաղաքացիական զենք:

Հայաստանի տարածքում զենք կրելու, ձեռք բերելու, դրա թույլտվություն ստանալու, հավաքածուներ ունենալու և այլ հարցերը կարգավորվում են «Զենքի մասին» ՀՀ օրենքով, որն ընդունումից հետո ութ անգամ լրացվել և փոփոխվել է: Օրենքում վերջին փոփոխությունները կատարվել են 07.04.2016-ին:Սույն օրենքի դրույթները տարածվում են նաև զենքի փամփուշտների և ռազմամթերքի շրջանառության վրա: 
 

Քաղաքացիական զենք համարվող հրազենը պետք է իր կառուցվածքով բացառի կրակահերթով կրակելու հնարավորությունը և չպետք է ունենա տասը փամփուշտից ավելի տարողունակությամբ պահունակ (թմբուկ) : 

«Զենքի մասին» ՀՀ օրենքում նախատեսվել են նաև քաղաքացիական եւ ծառայողական զենքի շրջանառության վրա տարածվող սահմանափակումներ: Օրինակ՝ արգելվում է որպես քաղաքացիական եւ ծառայողական զենք շրջանառության մեջ մտցնել  իր ձեւով եւ տեսքով այլ առարկաների նմանեցված հրազեն, ակոսափող հրազենի փամփուշտներով կրակելու համար հարմարեցված ողորկափող հրազեն,զրահահար, հրկիզող, պայթուցիկ կամ լուսածիր գործողության գնդակով փամփուշտներ, ինչպես նաեւ կոտորակային գնդակներով փամփուշտներ՝ գազային ատրճանակների (այդ թվում` թմբուկավոր ռեւոլվերի ) համար և այլ սահմանափակումներ: 

Քաղաքացիական զենք ձեռք բերելու իրավունք ունի Հայաստանի Հանրապետության 18 տարին լրացած քաղաքացին՝ թույլատվություն տալու լիազորությամբ օժտված ոստիկանության համապատասխան մարմնից՝ զենքի որոշակի տեսակ ձեռք բերելու համար:

Զենք ձեռք բերելու լիցենզիա ստանալու համար քաղաքացին պարտավոր է ոստիկանության համապատասխան մարմին ներկայացնել սահմանված ձևի դիմում, բժշկական եզրակացություն զենքի տիրապետմանը խոչընդոտող այնպիսի հիվանդությունների բացակայության մասին, որոնք կապված են տեսողության խախտման, հոգեկան հիվանդության, ալկոհոլամոլության կամ թմրամոլության հետ, ինչպես նաև ՀՀ քաղաքացիությունը հաստատող < /i>փաստաթուղթ, նախատեսված այլ փաստաթղթեր: 

Ոստիկանությունը հիշեցնում է, որ ապօրինի պահվող զենք-զինամթերքը կամավոր հանձնողներն ազատվում են քրեական պատասխանատվությունից:
