Ռուսաստանի Դաշնության մարդու իրավունքների հանձնակատար Տատյանա Մոսկալկովան անընդունելի է համարել ՌԴ քաղաքացի բլոգեր Ալեքսանդր Լապշինի արտահանձնումն Ադրբեջան: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին հայտարարությունը տեղադրվել է ՌԴ օմբուդսմենի պաշտոնական կայքում:

«Անընդունելի եմ համարում Բելառուսի տարածքից Ռուսաստանի Դաշնության քաղաքացու, անկախ լրագրող Ալեքսանդր Լապշինի արտահանձնումն Ադրբեջան: ՌԴ Սահմանադրության 61-րդ հոդվածի 1-ին մասով նշվում է. «Ռուսաստանի Դաշնության քաղաքացին չի կարող արտաքսվել ՌԴ տարածքից դուրս կամ տրվել որևէ այլ պետության»: Իմ դիրքորոշումն աջակցություն է ստացել ՌԴ արտաքին գործերի նախարարությունում և այլ պրոֆիլային գերատեսչություններում»,- հայտարարել է նա:

Մինսկի ոստիկանությունը 2016 թվականի դեկտեմբերի 15-ին ձերբակալել է Լապշինին, ով բնակվում է Մոսկվայում և գրում է ռուսերեն հեղինակավոր Travel Blog-ի համար: Նա որոնվում է Ադրբեջանում 2011 թվականի ապրիլին, 2012 թվականի հոկտեմբերին և 2016 թվականի հունիսին Լեռնային Ղարաբաղ այցելելու, ինչպես նաև իր բլոգում Ադրբեջանի քաղաքականությունը քննադատելու համար: Ադրբեջանը 2011 թվականին նրան ներառել էր իր կողմից որոնվող անձանց ցուցակում: Պաշտոնական Բաքուն պահանջում է Բելառուսի իշխանություններից Լապշինին արտահանձնել իրենց:

Բելառուսի Հանրապետության գլխավոր դատախազի տեղակալը որոշում է կայացրել բավարարել Ադրբեջանի Հանրապետության գլխավոր դատախազության խնդրանքը՝ Ռուսաստանի Դաշնության և Իսրայելի պետության քաղաքացի Ալեքսանդր Լապշինին հանձնելու վերաբերյալ՝ Ադրբեջանի քրեական օրենսգրքի 281.2 և 318.2 հոդվածներով քրեական պատասխանատվության ենթարկելու համար։
