«Ժողովուրդ» թերթը գրում է. «Երեկ Սերժ Սարգսյանը գնացել էր Գյումրի՝ Հայ Կաթողիկե Սրբոց Նահատակաց Աթոռանիստ եկեղեցու օծման արարողությանը մասնակցելու համար եւ մինչ Երեւան վերադառնալը մի քանի րոպեով առանձնացել է Գյումրիի քաղաքապետ Սամվել Բալասանյանի հետ ու ինչ-որ հարցի վերաբերյալ կարճ զրուցել:

Եւ դատելով Սերժ Սարգսյանի դիմագծերից (ունքերը կիտած, խոժոռ դեմքով)՝ կարելի է ենթադրել, թե նա գյումրեցիներին ու լրագրողներին փորձում էր ցույց տալ, որ Բալասանյանի վրա բարկացած է: Ինչպես հայտնի է՝ վաղուց Գյումրին իշխանությունների համար առանձնահատուկ կարեւորություն է ձեռք բերել, քանի որ վերջին մի քանի համապետական ընտրություններում իշխանությունների համար ամենաթույլ օղակներից մեկը եղել է հենց այս քաղաքը: Իսկ երեկվա բեմականացմամբ Սերժ Սարգսյանը Գյումրիի իշխանական շրջանակներին ցանկացել է հասկացնել, որ Բալասանյանի՝ երկրորդ ժամկետը պաշտոնավարելու հարցը կասկածի տակ է:

Տեղեկացնենք, որ Գյումրիի քաղաքապետի հերթական ընտրությունները պետք է տեղի ունենան եկող տարվա սեպտեմբերին: Գյումրիի նախկին քաղաքապետ Վարդան Ղուկասյանն արդեն իսկ սկսել է դիրքավորվել՝ իր պաշտոնը ետ նվաճելու համար: Առնվազն մեկ-երկու այլ իշխանական թեկնածուներ էլ կան, որոնք դեմ չեն Բալասանյանի տեղը զբաղեցնել: Մի խոսքով, Սերժ Սարգսյանը, ցուցադրական ունքերը կիտելով, ըստ էության, ցանկանում էր «շահագրգիռ կողմերին» հասկացնել, որ նախագահականում ընդունվում են Գյումրիի ապագա քաղաքապետի թեկնածուների հայտեր: Իսկ «մրցույթի» հաղթողը կորոշվի սահմանադրական հանրաքվեի արդյունքներով:

Ի դեպ, «Ժողովուրդ»-ը տեղեկացավ, որ Բալասանյանն ամեն ինչ անում է` հանրաքվեի պատասխանատվությունն իր վրա չվերցնելու համար: Նա ձգտում է, որ մարզի պատասխանատու դառնա Շիրակի մարզպետ Ֆելիքս Ցոլակյանը, եւ բոլորը մարզում աշխատեն նրա ցուցումներով` կոնկրետ տարածքների համար պատասխանատվություն չկրելով»:
