ԵՄ-ն կաջակցի Հայաստանում քաղծառայության բարեփոխումների ռազմավարության մշակմանը

ՀՀ քաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանի և ՀՀ ՔԾԽ նախագահի տեղակալ Սամվել Վասիլյանի մասնակցությամբ սեպտեմբերի 23-24-ին տեղի է ունեցել աշխատանքային հանդիպում Եվրամիության ու Տնտեսական համագործակցության և զարգացման կազմակերպության (OECD) համատեղ նախաձեռնությունը հանդիսացող SIGMA ծրագրի փորձագիտական խմբի հետ: Ինչպես տեղեկացրին ՀՀ քաղաքացիական ծառայության խորհրդի մամուլի բաժնից, հանդիպման նպատակն էր քննարկել Հայաստանին Եվրամիության կողմից ցուցաբերվելիք բյուջետային աջակցության ծրագրի շրջանակներում քաղաքացիական ծառայության համակարգում իրականացվելիք բարեփոխումների շրջանակը, քաղաքացիական ծառայության զարգացման մշակվող ռազմավարության կառուցվածքը և բովանդակությունը, այդ համատեքստում ՀՀ քաղաքացիական ծառայության խորհրդի և SIGMA-ի միջև համագործակցության հեռանկարներն ու հնարավոր եղանակները:
Երկօրյա մանրակրկիտ քննարկումների ընթացքում որոշակիացվել են բարեփոխումների հիմնական ուղղություններն ու առաջնահերթությունները: Դրանք ներառում են այնպիսի արդիական հիմնահարցեր, ինչպիսիք են քաղաքացիական ծառայության համակարգի համալրման և կադրերի ընտրության, քաղաքացիական ծառայողների շարժունության և կարիերային աճի կառուցակարգերի կատարելագործումը, վարչական և մասնագիտական պաշտոնների նոր դասակարգումը, քաղաքացիական ծառայողների գնահատման, էթիկայի և բարեվարքության նոր, գործուն ինստիտուտների ներդրումը: Այս և մի քանÕ « այլ հիմնախնդիրներ հանդիսանալու են համակարգի զարգացման նոր ռազմավարության առանցքային բաղադրիչները:
ՀՀ ՔԾԽ նախագահ Մանվել Բադալյանը քննարկումների մեկնարկին նշել է, որ համակարգը եվրոպական չափանիշներին համապատասխանեցնելու և բարեփոխումներն այդ ուղղությամբ առաջ մղելու Հայաստանի վճռականությունը մնում է անփոփոխ: Նա շնորհակալություն է հայտնել Եվրամիությանն ու SIGMA-ին` արդյունավետ համագործակցության և այդ ուղությամբ Խորհրդին մեթոդական ու փորձագիտական շարունակական աջակցություն ցուցաբերելու համար:
