 Սահմանադրական բարեփոխումները Հայաստանում առկա բոլոր խնդիրների լուծումները չեն կարող տալ, սակայն դրանք սահմանելու են այն խաղի կանոնները, որոնք նպաստելու են ժողովրդավարության ամրապնդմանը, իշխանությունների հավասարակշռմանը, որոշումների թափանցիկ դարձնելուն, ընդդիմության վերահսկողական դերի ավելացմանը: Այս մասին Ազգային ժողովում խորհրդարանական ճեպազրույցների ընթացքում ասաց ԱԺ ՀՀԿ խմբակցության քարտուղար Աղվան Վարդանյանը՝ պատասխանելով հարցին՝ արդյոք սահմանադրական բարեփոխումներն են, որ լուծում են տալու երկրում առկա խնդիրներին: «Մենք պետք է կարողանանք համեմատել այն ինչ ունենք և այն, ինչ առաջարկվում է: Բովանդակային քննարկման համար, ով ցանկանում է, որտեղ ցանկանում է և որ հարցի հետ կապված ցանկանում է, թող գան քննարկենք, հասկանանք, թե ո՞րն է ավելի ժողովրդավարական և խորանանք հարցերի մեջ, սակայն այսօր Հայաստանում նման քննարկում չկա: «Ոչ» ասողներից որևէ մեկը չի ցանկանում բովանդակային քննարկման մեջ մտնել»,-  նշեց նա:

Պատգամավորին հետաքրքրում է այն հարցը, թե ի՞նչ էին ասելու սահմանադրական բարեփոխումներին «ոչ» ասողները, եթե մասնագիտական հանձնաժողովը բերեր նախագիծ, որով մենք վերադառնալու էինք նախագահական համակարգին: «Ի՞նչ էին այդ ժամանակ ասելու: Ասելու էին, որ դե՞մ են, քանի որ դա առաջարիել է Սերժ Սարգսյանը, սակայն ինչպե՞ս կարող էին դեմ լինել, եթե դա իրենց ուզածն է: Ասելու էին կողմ ենք և գնալու էին Սերժ Սարգսյանի հետ հանդիպմա՞ն: Այսպես են դարձրել մեր իրականությունը: Առանց հարցերի մեջ մտնելու ասում են՝ ով գնում է նախագահի հետ հանդիպման, դավաճան է , ով չի գնում՝ հերոս է: Այ քեզ հերոսներ»,- եզրափակեց Վադանյանը:

ՀՅԴ խմբակցության պատգամավոր Արծվիկ Մինասյանն էլ հիշեցրեց, որ ներկայում սահմանադրական բարեփոխումներին դեմ արտահայտվող քաղաքական ուժերից մեկը ևս եղել է իշխանության՝ վստահություն հայտնելով, որ հանրության մեծ մասը գոհ չեն նրանց կառավարման տարիներից: «Հիմա ես ցանկանում եմ հարց տալ. եթե Սահմանադրությունը չէ մեր երկրում առկա խնդիրների պատճառը, ինչպես պնդում են նրանք, այդ դեպքում ինչի՞ համար այն ժամանակ քաղաքական կամք չէին դրսևորում և չէին լծվում այդ խնդիրները: Ինչո՞ւ քայլեր չէին ձեռնարկում երկրի սոցիալ-տնտեսական պայմանների բարելավման ուղղությամբ: Ինչքան ուզում եք լավ վարորդ ունեցեք, եթե մեքենան անսարք է, այդ վարորդը չի կարող այն առաջ մղել: Վարորդի որակական հատկանիշներից շատ բան է կախված, սակայն նա չի կարող առաջ մղել չաշխատող մեխանիզմը: Իսկ այդ մեխանիզմը հենց Սահմանադրությունն է, որով պետք է ձևակերպվի այն քաղաքական կամքը, որ բոլորը պահանջում են իշխանություններից, սակայն ոչ մեկի մտքով չի անցնում, որ այդ կամքը հենց ժողովուրդը պետք է պարտադրի՝ ի դեմս սահմանադրական մեխանիզմների: Մենք առաջարկում ենք, որ համատեղ ջանքերով կարողանանք կարգավորել այս հարցերը, որպեսզի Սահման ադրությունն ավելի լավը լինի, համակարգն ավելի ուժեղ լինի»,- մանրամասնեց Մինասյանը:
