«Փաստ» օրաթերթը գրում է.

Արդեն տեղեկացրել ենք, որ 2017 թ. հունվարի 1–ից ուժի մեջ է մտել «Պետական գնումների մասին» նոր օրենքը, որի շնորհիվ գնումների գործընթացը բավականին պարզեցվել է: Բացի այդ, այն այսուհետ իրականացվելու է էլեկտրոնային աճուրդի միջոցով, որի շնորհիվ էլ ավելի կնվազի նաև պետական պաշտոնյա–բիզնես հանրություն անմիջական շփումը: Ուշագրավ է, որ այս հարթակի միջոցով այսուհետ հնարավոր կլինի տեսնել նաև, թե հայտարարված մրցույթին հաղթած կազմակերպությունից բացի ինչ այլ ընկերություններ են մասնակցել, ինչու չեն հաղթել և այլն: 

ՀՀ ֆինանսների նախարար Վարդան Արամյանը լրագրողներին վստահեցրեց, որ ներդրված էլեկտրոնային հարթակը գնման գործընթացը թափանցիկ դարձնելուց բացի, կօգնի «մերկացնել» բոլոր՝ հայտնի ու անհայտ կազմակերպությունների կարողություններն ու գործողությունները:
Կարճ ասած, հույս կա, որ այսուհետ պետական մարմինները չեն կարողանա 50 դրամանոց գրիչը գնել ասենք՝ 100 դրամով, այն էլ իրենց նախընտրած ընկերություններից: Բացի այդ, նոր ինտերնետ հարթակը «խոստանում» է պատասխանել բոլոր այն հարցերին, որոնք մինչև վերջերս համարվում էին «յոթ սարի հետևում» և «յոթ բանալու տակ» պահվող տեղեկություններ: 

«Գնումների մասին նոր օրենքն ունի այնպիսի կարգավորումներ, որոնք նախկինում չեն եղել: Ամենակարևոր կարգավորումներից մեկը կոռուպցիոն դրսևորումները կանխարգելելու հզոր մեխանիզմների ստեղծումն է: Դրանցից մեկը շահերի հայտարարագրման ինստիտուտն է: Եթե այն չլիներ, ապա շատ բարդ կլինել ապացուցել, թե այս կամ այն պետական պաշտոնյան այս կամ այն տնտեսվարողի հետ փոխկապակցվածություն ունի, թե՝ ոչ: Այսուհետ, այդպիսի տեղեկատվությունը պետք է հրապարակվի, և մենք կարծում ենք, որ այդ գործիքի գեղեցկությունը նաև լինելու է այն, որ ոչ թե լինելու է պատժող, այլ՝ կանխարգելող»,– ասաց Վ. Արամյանը: 
Խոսելով որոշակի ժամանակահատվածում մատակարարվող այս կամ այն ապրանքների գնի տատանումներից բխող գնորդ–մատակարար երկկողմանի ռիսկերի մասին, ՀՀ ֆինանսների նախարարն ասաց, որ դրանք այլ կերպ են կարգավորվում: 

«Դրա համար գոյություն ունի շրջանակային համաձայնագրի գաղափարը, որն այսօր գործում է: Հետագայում այդ համակարգը նույնպես կիրականացվի էլեկտրոնային աճուրդի միջոցով: Օրինակ՝ բենզինի դեպքում, պայմանագրերը կնքվում են ըստ պահանջի: Հարցումն ուղարկվում է մրցույթի մասնակից ընկերություններին, որից հետո նրանք ներկայացնում են իրենց կողմից մատակարարվող ապրանքի գինը, ընտրվում է մատակարարը և նրա հետ կարճաժամկետ պայմանագիր է կնքվում: Սա գործիք է, որը հաշվեկշռում է երկկողմանի ռիսկերը»,– ասաց Վ. Արամյանը:
