Սերժ Սարգսյանի հրամանագրով պաշտպանության փոխնախարար Դավիթ Տոնոյանը նշանակվել է ՀՀ արտակարգ իրավիճակների նախարար։ Այս նշանակումն ինքնին մի շարք հարցեր է առաջացնում։ Նախ և առաջ՝ պետք է շեշտել, որ Տոնոյանի նշանակումը ԱԻ նախարար, այն հազվադեպ կադրային նշանակումներից է, որը կարելի է ողջունել։ Դավիթ Տոնոյանը պաշտպանության փոխնախարարի պաշտոնում բավական լայն աշխատանք էր տանում ռազմաքաղաքական դիվանագիտության ասպարեզում՝ երբեմն նույնիսկ լրացնելով արտաքին քաղաքական գերատեսչության բացերը, որոնք բավական շատ էին։ Հասկանալի է, որ նման գործիչն իր լավագույն որակները կարող է դրսևորել նաև Արտակարգ իրավիճակների նախարարի պաշտոնում։ Սակայն մյուս կողմից՝ հարց է առաջանում, թե արդյոք Պաշտպանության նախարարության այս օղակի աշխատանքը չի՞ թուլանում Դավիթ Տոնոյանի հեռանալով։ 

Ի վերջո, պետք է փաստել, որ դեռևս Վիգեն Սարգսյանին ներկայացնելիս, Սերժ Սարգսյանը նշեց, որ զգալիորեն ուժեղանալու է ռազմաքաղաքական դիվանագիտությունը, այս հայտարարության ֆոնին միանշանակ չի ընկալվում ռազմաքաղաքական դիվանագիտության փորձառու գիտակի հեռանալը ՊՆ–ից։ Մյուս կողմից՝ Արտակարգ իրավիճակների նախարարությունը նույնպես ուժային կառույց է՝ իր յուրահատուկ դերակատարությամբ, և այս գերատեսչության ղեկավարի պոստում Սերժ Սարգսյանը նշանակում է գործունյա ղեկավարի, որը վայելում է իր լիակատար վստահությունը։ Սա ինքնին նշանակում է, որ Սերժ Սարգսյանն իր անձնական հսկողության տակ է առնում ուժային կառույցները, քանի որ Վիգեն Սարգսյանը նույնպես, այսպես ասած, Սերժ Սարգսյանի մարդն է։ 

Վերջապես պետք է շեշտել, որ Արտակարգ իրավիճակների նախարարությունը նաև նախկին նախարար Արմեն Երիցյանի ջանքերով ներկայանում էր որպես հայաստանյան պետական գերատեսչություններից ամենակազմակերպվածը, նման պայմաններում թերևս Դավիթ Տոնոյանի նշանակումը լավագույնն է, քանի որ վերջինս իր գործով ցույց է տվել իր կարողությունները՝ որպես հմուտ ադմինիստրատոր։

Կկորցնի՞ արդյոք, Պաշտպանության նախարարությունը այս նշանակումից հետո, թե ոչ, դժվար է ասել, սակայն մյուս կողմից ակնհայտ է նաև, որ Պաշտպանության նախարար Վիգեն Սարգսյանը նույնպես առավելապես ռազմաքաղաքական դիվանագիտության բլոկի ներկայացուցիչ է, ինչը նշանակում է, որ այս նշանակումով նպատակ է դրվել հստակեցնել նրա և Տոնոյանի դերերը և միաժամանակ գտնել այն լուծումը, որը լիովին ընդունելի կլինի կողմերից յուրաքանչյուրի համար։

Ամեն դեպքում պետք է շեշտել, որ երջանկահիշատակ Արմեն Երիցյանին փոխարինելու համար առավել լավ թեկնածու դժվար էր գտնել ներկա պետական ապարատում։
