Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը հրաժարականի մասին դիմում է ներկայացրել ԱԺ նախագահ Գալուստ Սահակյանին: Այն պահից ի վեր երբ Զաքարյանը ստանձնեց Ծառուկյան դաշինքի նախընտրական շտաբի ղեկավարի պարտականությունները, բազմաթիվ եին խոսակցությունները առ այն՝ կլքի արդյոք վերջինս զբաղեցրած պաշտոնը, կնախընտրի մնալ իշխանության մաս, թե լինելով բարոյապես ազնիվ անձնավորություն այլևս չի հաշտվի պետական համակարգում ստեղծված վիճակի հետ և կկանգի իր վաղեմի ընկերոջ կողքին՝ եղած լծակները և դիրքը զոհաբերելով ոչ միայն հանուն վաղեմի ընկերության, այլ նաև հանուն մեր երկրի զարգացման նոր տեսլականի, որը և առաջարկում է Ծառուկյան դաշինքը:
Եթե նախկին Սահմանադրությունն ամրագրում էր, որ ՎՊ-ն «անկախ մարմին է, որը վերահսկողություն է իրականացնում բյուջետային միջոցների եւ պետական ու համայնքային սեփականության օգտագործման նկատմամբ», ապա նոր Սահմանադրության 198-րդ հոդվածի համաձայն՝ «Հաշվեքննիչ պալատն անկախ պետական մարմին է, որը հանրային ֆինանսների եւ սեփականության ոլորտում հաշվեքննություն է իրականացնում պետական բյուջեի եւ համայնքային բյուջեների միջոցների, ստացած փոխառությունների ու վարկերի, պետական եւ համայնքային սեփականության օգտագործման օրինականության եւ արդյունավետության նկատմամբ»: Իսկ սա նշանակում է, որ վերահսկիչ պալատի լիազորությունները ավելանալու են և այն դառնալու է մեր երկրի կառավարման համակարգի առանցքային օղակներից մեկը:
Հենց նման կառույցը գլխավորելուց էլ հրաժարվեց Իշխան Զաքարյանը , ինչը մեկ անգամ ևս ապացուցում է՝ երկրում դեռ կան գործիչներ, որոնք անձնական շահը, պետական լծակները կարող են զոհաբերել հանուն ժողժովրդի, հանուն հասարակության բարօրության, և իրենց գործունեության հունը ուղղեն ավելի լավ Հայաստան կերտելուն: Իշխան Զաքարյանը ԲՀԿ հիմնադիրներից մեկն է, մարդ ով կանգնած է կուսակցության ակունքներում:
Ինքը Զաքարյանը իր խոսքերում նշել է, հիմա իրավիճակը այնպիսինն է, որ Հայաստան երկրի հոգսերով ապրող որևէ անհատ չի կարող քաղաքական միջավայրում մասնակցություն չունենալ: Ապրիլյան խորհրդարանական ընտրությունները նախանշելու են մեր երկրի առաջիկա տարիների ուղենիշը: Ըստ Իշխան Զաքարյանի ՝ Գագիկ Ծառուկյանի առաջնորդությամբ ձևավորվող թիմը անելու է առավելագույնը՝ ազատ և արդար ընտրությամբ յուրաքանչյուր քաղաքացու քվեն տեղ հասցնելու համար: Ինչ խոսք, Զաքարյանը և Ծառուկյանը միասին երկար ճանապարհ են անցել, նրանց միջև առկա է անխախտ վստահություն՝ ինչը էլ ավելի է ամրապնդում օրեցօր թափ հավաքող Ծառուկյան դաշինքը:
