Կառավարությունը չեղարկեց հավատարմագրային կառավարման հինգ տարվա առավելագույն ժամկետը

ՀՀ կառավարությունը հավանություն է տվել «ՀՀ քաղաքացիական օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին» ՀՀ օրենքի նախագծին: ՀՀ պետական գույքի կառավարման վարչության պետի տեղակալ Աշոտ Մարկոսյանը նշեց, որ ՀՀ քաղաքացիական օրենսգրքում գույքի հավատարմագրային կառավարման պայմանագրի առավելագույն ժամկետ է սահմանված 5 տարին, սակայն ներդրումային միջավայրի բարելավման տեսանկյունից կարևոր է, որպեսզի բ ացառվեն գույքի հավատարմագրային կառավարմանը վերաբերող այն դրույթները, որոնք անհամաչափ սահմանափակումներ են մտցնում տնտեսվարող սուբյեկտների համար:
«Հետևաբար, անհրաժեշտ է գույքի հավատարմագրային կառավարմանը վերաբերող ՀՀ քաղաքացիական օրենսգրքի համապատասխան հոդվածներում կատարել անհրաժեշտ փոփոխություններ՝ վերացնելով գույքի հավատարմագրային կառավարման պայմանագրի առավելագույն ժամկետը՝ նշելով, որ գույքի հավատարմագրային կառավարման ժամկետները սահմանվում են պայմանագրով, իսկ գույքի առանձին տեսակների հավատարմագրային կառավարմանը վերաբերող պայմանագրերի համար օրենքով կարող են սահմանվել նվազագույն կամ առավելագույն ժամկետներ»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Աշոտ Մարկոսյանը:
Օրինագծի ընդունումը խթան կհանդիսանա գույքի հավատարմագրային կառավարման հանձնելու իրավահարաբերությունների ակտիվացման համար, ինչպես նաև կնպաստի ներդրումային միջավայրի զարգացմանը:
Վարչապետ Կարեն Կարապետյանը նշեց, որ օրինագծի ընդունմամբ կարևորագույն խնդիր է լուծվելու: «Մենք, սահմանափակելով հինգ տարվա հավատարմագրային կառավարման ժամկետը, ոչ մի երկար մտածող, ինվեստիցիա անող լավ կառավարիչ չենք կարող բերել: Մենք խոսել ենք դրա մասին՝ և՛ համայնքներում, և՛ բոլոր ոլորտներում, որտեղ կա բիզնես տրամաբանություն, պետք է դաշտը մաքսիմալ բացել, որպեսզի մասնավորը գա և մեր կառավարչի հետ մրցի: Եթե մրցման ընթացքում ինքն ավելի լավ է կառավարում, միանշանակ պետք է տալ իրեն»,- ասաց վարչապետը:
