Դե արդեն, կարծես, Լապշինի արտահանձնման հետ կապված նաև ԱԳՆ գործելակերպից դժգոհողներ էլ ի հայտ եկան: Ասեմ հետևյալը՝ մեր՝ ՀՀ և ԼՂՀ իշխանությունների մեղքի բաժինը շատ մեծ է, քանի որ վերջիններս առ այսօր ամեն կերպ խոչընդոտել են Արցախի միջազգային իրավասուբյեկտության մակարդակի գործնական ավելացմանը և նպաստել են նրան, որ ԼՂՀ-ն դիտարկվի ոչ թե որպես անկախություն հռչակած և միջազգային ճանաչման ձգտող նորանկախ պետություն, այլ որպես ինչ-որ բնակչություն ունեցող անորոշ տարածք, որի ճակատագիրը կախված է բացառապես օտարների կամքից: Ինչքան ուզում է, թող մեր բոլոր կարգի պաշտոնատարները կուրծք ծեծելով աղաղակեն, որ Արցախն աշխարհի ամենակայացած ինքնիշխան պետությունների շարքին կարող է դասվել, փաստն այն է, որ այդ պետությունն առ այսօր չունի և ոչ մի քաղաքացի, քանի որ չունի այդ քաղաքացիությունը հաստատող լիարժեք օրենք և պետական նմուշի անձը հաստատող փաստաթուղթ, ինչպես նաև իր կողմից հաստատված հստակ պետական սահմաններ: Այս պետական անգործունակությունն ապշեցուցիչ է ու կործանարար: Իրավիճակից պատվով դուրս գալու իրական հնարավորությունները դեռ պահպանվում են, բայց մեր իշխանությունների միտքն ու կամքն է կաթվածահար:
