Պետք է ամեն ինչ անել հանրային, տեղեկատվական եւ քաղաքական հարթակներում իրականությունը ադրբեջանցիների կեղծ ձեւակերպումներից զերծ պահելու համար:
«Ստեփանակերտի շրջափակման ճեղքումը. 25 տարի անց» խորագրով միջազգային փորձագիտական աշխատաժողովի շրջանակում նման հայտարարությամբ հանդես եկավ ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը:
«Ադրբեջանցիներն առանց ամաչելու ելույթ են ունենում միջազգային խորհրդարաններում՝ փորձելով մոլորության մեջ գցել հաճախ անծանոթ մարդկանց: Այն նաեւ փորձում է բուն կոնֆլիկտը վերածել տարածքային վեճի՝ դրանով իսկ հակասության մեջ դնելով միջազգային իրավունքներով սահմանված մի շարք սկզբունքներ, ինչը մեզ չի մոտեցնի կոնֆլիկտի խաղաղ հանգուցալուծմանը:
Այդ իսկ պատճառով նախաձեռնությունն ինքնին շատ կարեւոր է, որովհետեւ մենք ամեն օր բախվում ենք այդ կոնֆլիկտի էությունը, հանգամանքներն ու ընթացքն աղավաղող Ադրբեջանի հետ, իսկ հակամարտությա ն բուն էությունից հեռանալով՝ մենք շատ մեծ վտանգի տակ ենք դնում լուծման բոլոր հեռանկարները»,-շեշտեց Արտակ Զաքարյանը:
Նա ընդգծեց, որ Արցախում ապրող հայերից գերբնական քաջություն էր պահանջվում դիմանալու ադրբեջանցիների ճնշումներին:
«Դեռեւս 20-րդ դարի սկզբին, երբ Ստալինի եւ Կոմունիստական կուսակցության կովկասյան բյուրոյի որոշմամբ Լեռնային Ղարաբաղը եւ Նախիջեւանը պոկվեցին Հայաստանից եւ բռնակցվեցին Ադրբեջանին, սկսեցին այդ երկու ինքնավար մարզերի նկատմամբ ագրեսիվ, հայաթափմանն ուղղված գործողությունները: Շատ մեծ կամք էր անհրաժեշտ, որպեսզի մարդիկ կարողանային չլքել եւ մնալ իրենց հայրենիքում, ապրել եւ զարգանալ:
Լեռնային Ղարաբաղի ինքնավար մարզի տարածքով մեկ արհեստականորեն բնակեցվում էին ադրբեջանցիները, կարճ ժամանակում ադրբեջանական գյուղեր էին ծնվում: Նպատակը մե կն էր՝ ազդեցություն ունենալ հաղորդակցման վրա, հոգեբանական ճնշման ենթարկել Ղարաբաղի բնիկ ժողովրդին՝ հայերին:
Այդ բնակավայրերը դարձան շրջափակման օղակներ հիմնական քաղաքների եւ շրջկենտրոնների համար: Եվ ստացվեց պայքարել ու ճեղքել այդ շրջափակումը, որովհետեւ կար կամք, քաղաքական պայքար, հասարակական էներգիա, կար մեկ նպատակ՝ ապրել ազատ, անկախ, բոլոր ժողովուրդներին տրված ինքնորոշման իրավունքով»,- եզրափակեց Արտակ Զաքարյանը:
