«Փաստ» օրաթերթը գրում է.

Հ1–ի «արջի ծառայությունը»

ՀՀ վարչապետ Կարեն Կարապետյանը ԵՊՀ–ում հանդիպում էր ուսանողների հետ։ Սովորաբար նման հանդիպումները լայն արձագանք են գտնում լրատվամիջոցներում։ Դրանք լուսաբանվում են հավասարապես, թե ընդդիմադիր, թե իշխանամետ, և թե պետական լրատվամիջոցների կողմից։ Ուստի հանդիպման այդ մանրամասներին, հնչեցված տեսակետներին ու հարցադրումներին չենք անդրադառնա։ Ավելի շուտ հետաքրքիր է կուլիսային հատվածը, որը տեղի է ունենում մինչ հանդիպումը։ 

Նման հանդիպումներից առաջ, սովորաբար ակտիվ աշխատում են տարբեր պրոիշխանական ուսանողական կառույցներ։ Գաղտնիք չէ, որ բուհական ուսանողական խորհուրդները հիմնականում սպասարկում են իշխանական ճամբարին։ Եթե անգամ այս կամ այն կառույցի ղեկավարը տոմսով հանրապետական չէ, ապա դրան գալիս են լրացնելու տարբեր անվանումներով ուսանողական վարչությունները։ Այս կամ այն պաշտոնյաի հետ հանդիպումը ֆորմալ առումով կազմակերպում է բուհը, սակայն դրանցում ներկա ուսանողների կազմի հարցերով զբաղվում են տվյալ կառույցները։ 

Ժամանակին դրանք կանխապես բաժանում էին հարցերը և հիմնականում աշխատում էին, որպեսզի բնագիտական ոլորտի հարցերն ընկնեին հումանիտար բնույթի ֆակուլտետներին, իսկ հումանիտար բնույթի հարցերը՝ հակառակը։ Սակայն որքան էլ աշխատեն միայն իրենց հավատարիմ կազմ ունենալու այդ հանդիպումներին, ամեն դեպքում բացթողումներ լինում են։ Այդպես է եղել Քոչարյանի նախագահ եղած տարիներին և նրա հանդիպումների ժամանակ։ Այդպես եղավ նաև վարչապետի հետ հանդիպման ժամանակ։ Որքան գիտեմ, Հ1 կոչվող կառույցը, որը բացառապես սնվում է իմ և ձեր գրպաններից ու պարտավոր է անաչառ տեղեկատվություն տրամադրել մեզ, վարչապետի հանդիպման այդ հատվածը կարել է։ Այսինքն հանել է ռեպորտաժից։ 

Ժամանակին, Իրանի Իսլամական Հանրապետությունում, նաև հիմա, մեծ մարզական միջոցառումները կամ շոուները, եթե անգամ հեռարձակվում են ուղիղ եթերով, ապա դա անում են մի քանի րոպե ուշացումով։ Պատճառը պարզ է, եթե տրիբունաներում կամ մասնակիցների մեջ լինեն ոչ պարկեշտ հագուստով մարդիկ, որը հակասում է իսլամական մոտեցումներին, հեռարձակողները կարողանան մոնտաժել այդ դրվագը։ Սակայն այստեղ կա գաղափարական հենք։ 

Իսկ ի՞նչ հենք ունի պետական հեռուստատեսությունը։ Հավաստիացնում եմ, միայն ուղղորդված մոտեցման և անձնական շահի։ Բացթողումը կայանում էր նրանում, որ մի ուսանողուհի հարց հղեց վարչապետին, թե Հայաստանում կա՞ն քաղբանտարկյալներ։ Վարչապետի պատասխանը կարճ էր ու ոչինչ չասող՝ չգիտեմ։ Սակայն հետո, երբ աղջիկը հնչեցրեց անուններ, վարչապետն ամեն դեպքում տվեց ամբողջական պատասխան։ Հետաքրքրական է այն հանգամանքը, որ Շանթի, Գևորգ Սաֆարյանի ու Արթուր Սարգսյանի անունները հնչեցնելու ժամանակ, դահլիճում հնչեցին բուռն ծափահարություններ։ 

Մեր խնդիրը չէ քննարկել այս ամենի իրավական կողմը, ոչ էլ վարչապետի հարցին պատասխանելու կոմպետենտությունը։ Մեծ հաշվով, երբ այդ մարդկանց ձերբակալում էին, նա դեռ Ռուսաստանում էր։ Իսկ որպես այդպիսին, այս հարցին ավելի ուղղակի հասցեատերեր կան։ Այստեղ խնդիրը կայանում է լուսաբանման որակի ու անաչառության մեջ։ Խնդիրը կայանում է նաև հանդիպման կազմակերպման թափանցիկության մեջ։ 
Ստացվել է այնպես, որ հայաստանցի ուսանողը պաշտոնյա է տենչում իր հարցերը տալու համար։ Իսկ եթե նա հռչակված է քիչ թե շատ ընդդիմադիր, ապա մի կերպ պետք է սողոսկի այդ հանդիպումներին։ Եթե մենք ուզում ենք իրական դեմոկրատական արժեքների ամբողջություն, ապա նման «արջի ծառայությունների» կարիք չպետք է լինի։ Եվ ի վերջո, ի՞նչ գիտենք, միգուցե պատասխանողը բնավ էլ չի նեղվում սուր հարցադրումներից։
