Արցախցիները, ինչպես և 29 տարի առաջ շարունակում են տարածաշրջանում ժողովրդավարության ու ազատության դրոշակակիրը մնալ: «Արմենպրես»-ի թղթակցի հաղորդմամբ՝ լրագրողների հետ զրույցում  ասաց ԼՂՀ ԱԺ նախագահ Աշոտ Ղուլյանը։ «Այսօր տարածաշրջանում կայունությունն ու անվտանգությունը միայն մի կողմից է վտանգված՝ Ադրբեջանի։ Այնպես որ, Իլհամ Ալիևն իր հայտ արարություններն անելիս լավ կանի մտածի հենց այս դիրքից»,- ասաց Աշոտ Ղուլյանը։

Նա ընդգծեց՝ պետական շինարարությունը կայուն, հետևողականորեն առաջ ընթացող մի գործընթաց է, որը պարբերաբար թարմացումների կարիք ունի։ «Մենք այս մտադրությամբ ենք սկսել Սահմանադրական բարեփոխումների գործընթացը։ Միանշանակ փոփոխությունները վերաբերվելու են մեր երկրի բոլոր ոլորտներին՝ անվտանգության ապահովմանը, ժողովրդավարաՆա ընդգծեց՝ պետական շինարարությունը կայուն, հետևողականորեն առաջ ընթացող մի գործընթաց է, որը պարբերաբար թարմացումների կարիք ունի։ կան ինստիտուտների զարգացմանն, ինչպես նաև կառավարման համակարգերի կատարելագոր ծմանը։ Այսօր ես փողոց դուրս գալուց հասկացա, որ 29 տարի առաջ արցախցիների սերունդը ԽՍՀՄ-ում առաջին անգամ ազատության դրոշ է բարձրացրել ու այսօր էլ այս տարածաշրջանի ժողովուրդը նույն ժողովրդավարական, ազատության դրոշակակիրն է շարունակում մնալ, որը պարտավորեցնող առաքելություն է»,- ամփոփեց Աշոտ Ղուլյանը։

Լեռնային Ղարաբաղի Հանրապետությունում մեկնարկել է Սահմանադրության փոփոխությունների նախագծի վերաբերյալ հանրաքվեն: Փետրվարի 20-ին՝ առավոտյան ժամը 8:00-ին, բացվել են 11 ընտրատարածքների 280 ընտրատեղամասեր, որից մեկը Երևանում՝ ՀՀ-ում գտնվող ԼՂՀ ներկայացուցչությունում, 1-ը՝ «Շուշի» քրեակատարողական հիմնարկում՝ կալանավորների համար: Հանրաքվեին մասնակցելու իրավունք ունի 102 հազար 757 քաղաքացի:

Սահմանադրության հանրաքվեն տեղամասերում անցկացնելու են 2 հազար 222 հանձնաժողովականներ, որից 68 տոկոսը անկուսակցական են: Քվեարկության ընթացքին հետևելու է 30-ից ավելի երկրի 104 միջազգային դիտորդ, 103 տեղական դիտորդ, ինչպես նաև 80-ից ավելի ԶԼՄ ներկայացուցիչ: Ընտրատեղամասերը կփակվեն ժամը 20:00-ին:
