Արցախը ժողովրդավարության առումով չի զիջում որևէ այլ պետության: «Արմենպրես»-ի հաղորդմամբ՝ փետրվարի 20-ին թիվ 3/3 ընտրատեղամասում քվեարկելուց հետո լրագրողների հետ զրույցում ասաց Արցախի Հանրապետության վարչապետ Արայիկ Հարությունյանը։
«Կա տարբերություն Հայաստանի և Արցախի Սահմանադրությունների միջև: ՀՀ-ում գերագույն գլխավոր հրամանատարը վարչապետն է լինելու, իսկ Արցախում՝ նախագահը։ Իսկ պառլամենտարիզմի առումով Արցախի խորհրդարանին տրված է բավականին մեծ լիազորություններ», - նշեց Արայիկ Հարությունյանը։
Անդրադառնալով ԵԱՀԿ Մինսկի խմբի համանախագահների հայտարարությանը՝ ԼՂՀ վարչապետը մասնավորապես ասաց. «1988 թվականի փետրվարին մենք գիտեինք, որ միջազգային հանրության հետ կապված բարդ խնդիրներ ենք ունենալու։ Ամենակարևորն այն է, որ մենք այս սահմանադրական փոփոխություններն անում ենք առաջին հերթին մեզ համար, որպեսզի կարողանանք կառուցել այնպիսի երկիր, որտեղ ապրելը հաճելի լինի»,- ընդգծեց Հարությունյանը։
Վարչապետը նշեց, որ անձնագիր ներկայացնելու ժամանակ հիշեց 1988 թվականը, երբ երազում էին այն ունենալ: «Այսօր մենք ոչ միայն ունենք անձնագիր, այլ այդ անձնագրով վկայում ենք, որ ունենք ձևավորված պետություն և որ ամենակարևորն է՝ այդ երկիրը գնում է սահմանադրական բարեփոխումներին՝ նպատակ ունենալով ժողովրդավարության արժեքներն ավելի խորացնելու», - նշեց Արցախի վարչապետը:
Լեռնային Ղարաբաղի Հանրապետությունում մեկնարկել է Սահմանադրության փոփոխությունների նախագծի վերաբերյալ հանրաքվեն: Առավոտյան ժամը 8:00-ին, բացվել են 11 ընտրատարածքների 280 ընտրատեղամասեր, որից մեկը Երևանում՝ ՀՀ-ում գտնվող ԼՂՀ ներկայացուցչությունում, 1-ը՝ «Շուշի» քրեակատարողական հիմնարկում՝ կալանավորների համար: Հանրաքվեին մասնակցելու իրավունք ունի 102 հազար 757 քաղաքացի: Սահմանադրության հանրաքվեն տեղամասերում անցկացնելու են 2 հազար 222 հանձնաժողովականներ, որից 68 տոկոսը անկուսակցական են: Քվեարկության ընթացքին հետևելու է 30-ից ավելի րկրի 104 միջազգային դիտորդ, 103 տեղական դիտորդ, ինչպես նաև 80-ից ավելի ԶԼՄ ներկայացուցիչ: Ընտրատեղամասերը կփակվեն ժամը 20:00-ին:
