Հայաստանը սահմանադրական բարեփոխումների ճանապարհով թևակոխել է բեկումնային փոփոխությունների փուլ, որը անմիջապես պետք է զգալի լինի հասարակության համար: ՀՀ զինված ուժերի ղեկավար կազմի օպերատիվ հավաքի մասնակիցների հետ հանդիպմանն այս մասին ասել է ՀՀ նախագահ Սերժ Սարգսյանը: «Մեր հասարակական կյանքի կազմակերպման և լավ կառավարման խնդիրներն ազգային անվտանգության խնդիրներ են: Թերի կառավարումն ուղղակի ազդում է ազգայ ին անվտանգության և երկրի պաշտպանունակության վրա: Հենց այդ պատճառով մենք նախաձեռնեցինք Սահմանադրության բարեփոխման գործընթացը: Մեր երկիրն այդպիսով թևակոխել է բեկումնային փոփոխությունների փուլ, որն անմիջապես պետք է զգալի լինի անձամբ ձեր և ձեր ընտանիքների համար:  Գիտեմ, որ ձեզնից շատերը որոշ մտահոգություններ ունեն սահմանադրական փոփոխությունների արդյունքում ոչ պատերազմական ժամանակաշրջանում Գերագույն գլխավոր հրամանատարի պաշտոնի վերացման կապակցությամբ: Այո, 2018 թվականից, երբ նոր Սահմանադրությունն ամբողջովին ուժի մեջ մտնի, այլևս նմա ն պաշտոն նախատեսված է միայն պատերազմի ժամանակ: Ֆրանսիայում, որը ևս կիսանախագահական հանրապետություն է, պատմականորեն ձևավորվել է «համակեցություն» տերմինը: Դա այն իրավիճակն է, երբ երկրի նախագահը ներկայացնում է մի կուսակցություն, իսկ վարչապետը և Ազգային ժողովի մեծամասնությունը՝ մեկ այլ քաղաքական ուժ»,- «Արմենպրես»-ի հաղորդմամբ` պարզաբանել է նախագահ Սարգսյանը: 

Նա հավելել է, որ երկար քննարկումներից հետո հանգել են  այն եզրակացության, որ Հայաստանի  համար նման «համակեցություն» ձևավորելը շատ երկարատև պրոցես է և դեռևս անիրականանալի: «Բոլորդ էլ գիտեք, որ կիսալուծումները սովորաբար պարտադրված և ամենավատ լուծումներն են, ուստի և անհրաժեշտ էր գտնել և տալ ամբողջական լուծում:
Նոր Սահմանադրությամբ մեր պետությունն անցնում է կառավարման խորհրդարանական ձևի: Հանրապետության վարչապետի լիազորություններն ու հնարավորությունները ազգային անվտանգության և պաշտպանության առումով լինելու են շատ ավլի լայն, քան այն, ինչ կիսանախագահական համակարգի պայմաններում վերապահված է այսօրվա Նախագահին՝ Գերագույն գլխավոր հրամանատարին: Նպատակը հետևյալն է. մեկտեղ կենտրոնացնել պատասխանատվությունը և լիազորությունները: Եթե անհրաժեշտություն կլինի մանրամասնել, թերևս, այս հարցը ձեզ շատ է հետաքրքրում, ես պատրաստ կլինեմ ավելի մանրամասն ներկայացնել: Այսպիսով` մենք բացառել ենք «համակեցության» պայմաններում Հանրապետության նախագահի ու վարչապետի անառողջ մրցակցության հնարավորությունը: Կարծում եմ՝ սա շատ կարևոր է»,- ասել է Սերժ Սարգսյանը:
Դիմլով ներկաներին` ՀՀ նախագահը վստահեցրել է, որ նրանց աշխատանքի վրա այս փոփոխությունները որևէ անդրադարձ չեն ունենալու և եթե ունենալու են, ապա միայն դրական տեսանկյունից: «Այդ առումով որևէ բացասական փոփոխություն դուք չեք զգալու: Ազգային պաշտպանության կազմակերպման և կառավարման տեսանկյունից այս փոփոխությունը, ինչպես ասացի, միայն դրական ազդեցություն է ունենալու: Հայաստանի պետությունը շարունակելու է գուրգուրել և փայփայել իր անփոխարինելի և սիրելի զավակին՝ հայկական բանակին»,- ընդգծել է ՀՀ նախագահը:

Նախագահն անընդունելի է համարում մտայնությունը, թե Հայաստանը դատապարտված է ձախողման, քանի դեռ  Ղարաբաղի հարցը լուծված չէ, և Թուրքիայի կողմից իրականացվող շրջափակումը վերացված չէ:  Նրա խոսքով` մեր ներքին թերությունները թուրքերն ու ադրբեջանցիները չեն ստեղծում: Մեր երկրի կառավարման թերությունները նրանց հետ որևէ առնչություն չունեն և նրանց պատճառով չեն:
