ՀՀ տարածքային կառավարման և զարգացման նախարարության կողմից մշակվել են մեթոդական ուղեցույցներ

ՀՀ տարածքային կառավարման և զարգացման նախարարության կողմից մշակվել են բազմաբնակավայր խոշորացված համայնքերում ՏԻՄ-ի և աշխատակազմերի գործունեության կազմակերպման և համայնքապետարանի աշխատակազմի կառուցվածքի հաստատման, հաստիքացուցակների կազմման, պաշտոնային դրույքաչափերի համամասնության սահմանման մեթոդական ուղեցույցներ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:
Համայնքապետարանի աշխատակազմի կառուցվածքի հաստատման մեթոդական ուղեցույցում ներկայացված առաջարկությունների կիրառմամբ միատեսակ կդառնան համայնքապետարանների աշխատակազմերի հաստիքացուցակները, կսահմանվեն կանոնակարգված և աստիճանակարգված պաշտոնային դրույքաչափեր, աշխատակիցների օպտիմալ թվաքանակը (հայեցողական, համայնքային ծառայության պաշտոններ զբաղեցնող և տեխնիկական սպասարկում իրականացնող անձանց առումով), որի արդյունքում առավել արդյունավետ կօգտագործվեն համայնքի ֆինանսական միջոցները: Նախատեսված է աշխատակազմի աշխատակիցնրի աշխատավարձերի համամասնությունը, որի համաձայն համայնքապետարանների աշխատակազմի հաստիքացուցակով նախատեսված պաշտոնները զբաղեցնող աշխատակիցների աշխատավարձերի հանրագումարը չպետք է գերազանցի համայնքի սեփական եկամուտները: Ուղեցույցում ներկայացված են նաև աշխատավարձերի հաշվարկման գործակիցները:
Բազմաբնակավայր խոշորացված համայնքերում ՏԻՄ –ի և աշխատակազմերի գործունեության կազմակերպման ուղեցույցում էլ ներկայացվում են խոշորացված բազմաբնակավայր համայնքի ղեկավարի, նրա տեղակալի, ավագանու անդամի, աշխատակազմի և նրա ծառայողների, ինչպես նաև ավագանու հանձնաժողովների գործունեության կազմակերպման հետ կապված հստակ մեխանիզմները: Իսկ կարգորոշված ցուցումները հնարավորություն կընձեռեն բազմաբնակավայր համայնքների ՏԻՄ-ին և աշխատակազմերին առավել արդյունավետ և նպատակաուղղված կազմակերպել իրենց գործունեությունը, դրանով իսկ ապահովեով օրենքով իրենց տրված լիազորությունների լիարժեք իրականացումը: Միաժամանակ կբարձրացվի բնակչությանը համայնքային նշանակության ծառայությունների մատուցման մակարդակը: Ուղեցույցի նպատակն է նաև թիրախավորել բազմաբնակավայր համայնքի ՏԻՄ-ի և աշխատակազմերի գործառույթները՝ սահմանելով գործառույթների իրականացման համար «Տեղական ինքնակառավարման մասին» ՀՀ օրենքից և ոլորտը կարգավորող այլ իրավական ակտերից բխող ժամկետներ և գործիքակազմ:
