Հայաստանում 2016 թվականին նշանակվել է 41 հազար երեխայի ծննդյան նպաստ: 3-րդ, 4-րդ  և ավելի երեխայի ծննդյան դեպքում նպաստ նշանակելու համար ստացվել է 8 հազար 400 դիմում: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության Կենսաթոշակային ապահովության վարչության պետ Անահիտ Գալստյանն` ընդգծելով, որ իրենց թվերը տարբերվում են այդ տարի հանրապետությունում ծնված երեխաների թվից, որովհետև ծնողը հնարավորություն ունի նպաստի դիմումը ներկայացնել երեխայի ծնվելուց 12 ամսվա ընթացքում:

Եթե ընտանիքում ծնվել է առաջին կամ երկրորդ երեխան, ապա միանվագ նպաստի չափը կազմում է 50 հազար դրամ, 3-րդ և 4-րդ երեխայի դեպքում` 1 մլն դրամ, 5 և հաջորդ երեխայի դեպքում `1,5 մլն դրամ:

«Եթե մի անգամից ծնվում են մեկից ավելի երեխաներ, ասենք, եռյակ, ապա բոլորին տալիս ենք մեկական մլն դրամ: Միանվագ նպաստի վճարման առանձնահատկությունը հետևյալն է: Նպաստի մի մասը, օրինակ, 1 մլն դրամի դեպքում 500 հազար դրամը տալիս ենք ծնողին ընտանիքի կարիքները հոգալու համար: Մնացած գումարը մուտքագրում ենք բանկում բացված հաշվին: Դա ընտանեկան դրամագլուխ է կոչվում: Պետությունը փոքր երաշխիք է ստեղծում, որ 18 տարեկան դառնալուց հետո, երեխան որոշ գումար ունենա: Ամենահամեստ հաշվարկով, այս գումարը 4 անգամ կավելանա»,-ասաց Անահիտ Գալստյանը:

Հաշվի առնելով այն հանգամանքը, որ ընտանիքը մինչ այդ կունենա խնդիրներ, որոնց լուծման համար աջակցություն է անհրաժեշտ, պետությունը նախատեսել է, որ երեխայի համար պահվող գումարը կարող է տրամադրվել, օրինակ, հիպոթեկի, ուսման վարձի, գյուղատնտեսական վարկի վճարման, ինչպես նաև սահմանամերձ գյուղերում բնակարան ձեռք բերելու համար:

Օրենսդրական փոփոխություններ են կատարվել` կապված օտարերկրյա քաղաքացիներին նպաստ տրամադրելու հետ: Ըստ այդ փոփոխությունների` նպաստ կտրվի այն օտարերկրյա քաղաքացուն, ով ունի ոչ միայն կացության կարգավիճակ, այլև  նախորդ 3 տարին գտնվել է Հայատանում:

Այն դեպքում, երբ Հայաստանի քաղաքացու երեխան կծնվի այլ պետությունում, ապա այդ ժամանակ Հայաստանում նպաստ կտրվի այն ժամանակ, երբ կներկայացվի փաստաթուղթ, որ միանվագ նպաստ չի վճարվել:

Փոփոխություններ են կատարվել նաև պատասխանատվության նորմերում: Մասնավորապես, եթե նշանակվում է նպաստ, և այդ իրավունքն իրացվել է ոչ իրավաչափ, ապա նպաստը հետ կգանձվի հենց պետական աշխատակցից:

Պարզեցվել է նաև նպաստ ստանալու համար դիմելու գործընթացը:

«Պարզապես, մայրիկը կարող է առցանց դիմում ներկայացնել` գրելով իր անձնագրի և երեխայի ծննդյան տվյալները: Բոլորովին անհրաժեշտություն չկա սքանավորել անձնագիրը, երեխայի ծննդյան վկայականը: Ընդամենը ներկայացվում է դիմում առցանց, մնացած անհրաժեշտ փաստաթղթերի տեղեկությունները կարող ենք ստանալ այլ մարմինների կողմից վարվող տեղեկատվական համակարգերից»,-ասաց Անահիտ Գալստյանը:  Նա տեղեկացրեց, որ արդեն կան հունվար ամսվա ցուցանիշները, առ ցանց դիմում են ոչ միայն քաղաքներից, այլև գյուղերից:
