«Փաստ» օրաթերթը գրում է.

Մինչ ԵԿՄ հերթական՝ 11–րդ համագումարի մեկնարկը, որոշ լրատվամիջոցներ փորձում էին ինտրիգներ ստեղծել դրա շուրջ, ինչ–որ հանգուցալուծումներ սպասել և այլն։ Իրականում այդ ամենը չեղավ։ Թերևս միակ ինտրիգն այն էր, որ Վազգեն Սարգսյանի եղբայր Արամ Սարգսյանը, ով նաև այդ կառույցի անդամ է, հրավիրված չէր համագումարին։ Հավատացե՛ք, սա այդքան էլ մեծ ինտրիգ չէ։ 

Ինչպես և սպասվում էր, համագումարին մասնակցեց և ելույթով հանդես եկավ Սերժ Սարգսյանը։ Առանձնապես կարևոր շեշտադրումներ պարունակող ելույթ չէր։ Թերևս միայն հետաքրքրական էր այն մասը, որտեղ ասվում էր, թե Հանրապետականը նախընտրական սուտ խոստումներ չի տալու։ Ինչպես ասում է ժողովրդական ասացվածքը՝ «եփած հավի ծիծաղն եկավ»: Չմոռանանք, թե ում շուրթերից են հորդում այս խոսքերը։ Անձամբ Սերժ Սարգսյանի։ 2008–ից սկսած, երբ նա հասել է բացարձակ իշխանության, մեկ հանգամանք է նրա մոտ լավ ստացվել։ Դա խոստումներ տալու հանգամանքն է։ Նա և նրա կուսակցությունը Հայաստանի բնակչությանը խոստացել են ոսկե սարեր, աննախադեպ տնտեսական աճ, արտագաղթի կասեցում, հազարավոր նոր աշխատատեղեր և այլն։ Մնացած երազներին չենք էլ անդրադառնա։ 
Ի՞նչ ունենք իրականում։ Նրանց իշխանության տարիներին անշեղորեն աճել են հետևյալ ցուցանիշները՝ արտագաղթ, պետական պարտք, գործազրկություն, ինքնասպանությունների թիվ, կոռուպցիա, կաշառակերություն, հովանավորչություն և այլն։ Որևէ առողջ կամ տնտեսության վրա դրական ազդող ցուցանիշ Հայաստանում, նրա իշխանության օրոք, չի գրանցվել։

Ինչ մնում է ԵԿՄ համագումարի առանցքին, ապա նրանք հայտարարեցին, որ սատարելու են Սերժ Սարգսյանին և ՀՀԿ–ին։ Հայաստանյան իրականության վերջին քսան տարվա ֆոնին, այլ բան ակնկալել չէր էլ կարելի։ Բնական է, որ իշխանության մաս կազմող կամ կուսակցական պատգամավորների լայն ներկայացուցչություն ապահովող կառույցն այլ բան չէր էլ կարող հայտարարել։ 
Սակայն այստեղ ուշագրավ է մի հանգամանք, որը տիպական է ինչպես Հայաստանին, այնպես էլ Ադրբեջանին։ Անկախ ԵԿՄ ղեկավարության, վարչության կազմի և անդամների զբաղեցրած դիրքից, այդ կառույցը վերաձևավորվում կամ շարունակում է որոշակի ազդեցություն ունենալ արցախյան հարցի շրջանակներում։ Քանի դեռ այս հարցը կմնա արդիական, ամուր կլինեն օդիոզ դեմքերի քաղաքական հարթակում լինելու դիրքերը։ 
Հօդս ցնդեց նաև այն միֆը, որ երկար ժամանակ շրջանառում էր իշխանական մամուլը։ Միֆականությունը կայանում էր նրանում, որ Սերժ Սարգսյանը որոշել է Մանվել Գրիգորյանին և այլ հայտնի ԵԿՄ–ականների այս անգամ չառաջադրել։ Ինչպես պարզ դարձավ նաև Գրիգորյանի խոսքից, նա էլ առանձնապես չի ձգտել տեղ ունենալ ՀՀԿ համամասնական ցուցակում։ Սարգսյանը որոշել է, ինքն էլ կազմել է այդ ցուցակը։ Իհարկե, նա այլ կերպ չէր էլ կարող անել։ 

Սարգսյանն այսօր վերարտադրվելու ռեսուրս չունի։ Սակայն կարևոր է կառույցի՝ ԵԿՄ–ի գործառույթներին նայել հակառակ դիտանկյունից։ Կառույցի անվանումը և բովանդակությունը հուշում է, որ նրա գործողություններն ավելի շատ պետք է միտված լինեն երկրին, որն այս դեպքում պետությունն է։ Այսինքն՝ պահպանել պետությունը։ 
Ասել կուզե՝ այն ավելի շատ պետք է միտված լիներ արտաքին խնդիրներին։ Դե, իսկ Հայաստանի պայմաններում, երբ այդ առաջնային՝ արտաքին խնդիրները մղված են երկրորդական պլան անգամ ԱԳՆ մակարդակով, ապա ԵԿՄ–ին ոչինչ չի մնում անել, քան օրվա իշխանության հետ համատեղ պահպանել իր դերակատարումը։
