«Ժողովուրդ» թերթը գրում է.
«Քաղաքացիական հասարակության ներկայացուցիչներն ահազանգում են՝ ԸՕ բացթողումների հետեւանքով իշխանությունները կարող են հեշտ ու հանգիստ վերահսկել առաջիկա խորհրդարանական ընտրությունների քվեարկության պրոցեսը՝ իմանալով, թե ով ինչպես է քվեարկել:
Երեկ «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության ղեկավար Դանիել Իոաննիսյանն «Ազատություն» ռ/կ-ի եթերում հայտարարել է, որ իրենք դիմել են ԿԸՀ՝ պահանջելով քվեաթերթիկը չսահմանված նմուշի ճանաչել ոչ միայն ծրարի վրա գրառում լինելու դեպքում, այլեւ եթե ծրարի մեջ քվեաթերթիկից բացի՝ որեւէ այլ թուղթ կլինի:
«Կարող եմ այցեքարտը դնել ծրարի մեջ, ու բոլորին ակնհայտ կլինի, որ սա Դանիել Իոաննիսյանի քվեաթերթիկն է, բայց այդ քվեն միեւնույն է՝ կհաշվի։ …Կարող է լինել ոչ թե այցեքարտ, այլ, օրինակ, կարող են ամեն ընտրողի մի համարով թղթիկ տալ, որն իրենք գիտեն, եւ այդպես վերահսկեն»,- ասել է նա:
Փաստորեն, չնայած ԸՕ-ի շուրջ 4+4+4 ձեւաչափով տեւական քննարկումների արդյունքում իշխանությունները որոշեցին գնալ զիջումների եւ համաձայնեցին ԸՕ-ում ամրագրել ընտրողների կողմից ստորագրված ընտրացուցակները հրապարակելու պահանջը, այնուամենայնիվ, թողել են նաեւ որոշակի սողանցքեր, որոնք օգտագործելով՝ հնարավորություն է տրվում վերահսկելու ընտրությունների արդյունքները:
Սա այլ կերպ, քան խաբեություն, դժվար է որակելը, ընդ որում, իշխանությունները խաբում են ոչ միայն հասարակությանը, ոչ միայն ընդդիմությանը, այլ նաեւ միջազգային հանրությանը՝ ԵՄ-ին, որն ակտիվ դերակատարություն ունեցավ այս ԸՕ-ն ընդունելու գործում: Այս ահազանգից հետո, թերեւս, լավ կլիներ, եթե միջազգային նույն այդ կառույցները միջամտեին ու իշխանություններին ստիպեին, որպեսզի ԿԸՀ-ն համապատասխան որոշում կայացներ: Իսկ քաղհասարակության ներկայացուցիչներն էլ ճիշտ կանեին, եթե իրենց մտադրությունը բարձրաձայնեին այն ժամանակ, երբ քննարկվում էր ԸՕ-ն, այլ ոչ թե հիմա, երբ օրենքը պրակտիկորեն անհնար է փոխել»:
