Քաղաքագետ Ալեքսանդր Մանասյանը դրական է գնահատում Արցախում կայացած սահմանադրական փոփոխությունների հանրաքվեն: Այս մասին նա հայտնեց Past.am-ի հետ զրույցում:

Ըստ պարոն Մանասյանի՝ սահմանադրական փոփոխությունները պետականաշինության անհրաժեշտ և անխուսափելի փուլ է: Անդրադառնալով կառավարման մոդելին՝ մեր զրուցակիցն ասաց. ««Մոդելը» մոդայիկ բառ է: Կառավարման ոչ մի մոդել ավտոմատ ձևով չի ապահովում ո՛չ ժողովրդավարություն, ո՛չ արդարություն: Առանց ջանքերի անհնար է արդյունքի հասնել: Կան նախագահական երկրներ, որտեղ դեմոկրատիան ծաղկում է, կան կիսանախագահական երկրներ, որտեղ այն տապալված է: Պատերազմական վիճակում գտնվող Արցախում նոր կառավարման տարբերակն արդյունավետ է, քանի որ կրիտիկական պահին արագ կարող են ուժերը մոբիլիզացնել»:

Ալեքսանդր Մանասյանն ընդգծեց, որ բազմաթիվ միջազգային դիտորդների այցն Արցախ այս կամ այն ձևով ազդում է ճանաչման միջազգաին գործընթացի վրա: «Ղարաբաղը դառնում է միջազգային հարաբերությունների սուբյեկտ, ճանաչվում է միջազգային ոչ կառավարական կազմակերպությունների և ինստիտուտների կողմից: Այդ երկրում անցկացված ընտրությունները շարժում են այն պետությունների նախանձը, որոնք իրենց համարում են ժողովրդավարության և մարդու իրավունքների պատվարը: Տեսնել էր պետք այն գիտակցված խաղաղությունը և հաճելի մթնոլորտը, որով արցախցիները գնացել են ընտրությունների »,-հավելեց մեր զրուցակիցը:

Հարցին՝ հանրաքվեն կարո՞ղ է հակառակորդի կողմից նոր ագրեսիայի պատճառ հանդիսանալ, քաղաքագետը պատասխանեց, որ Ադրբեջանն առիթ կամ պատճառ չի փնտրում: «Մենք պետք է ապացուցենք մեր առավելությունները քաղաքակրթական բնագավառում, ներքին կազմակերպվածության մեջ, պաշտպանական համակարգում, պետք է տեխնիկապես վերազինվենք, զինվորներին պատշաճ վերաբերմունք ցույց տանք»,-իր խոսքը եզրափակեց Ալեքսանդր Մանասյանը:
