ՊԵԿ-ը ներկայացրել է բիզնես միջավայրի բարելավմանը միտված նոր նախագծեր

Պետական եկամուտների կոմիտեի նախագահ Վարդան Հարությունյանի նախագահությամբ կայացել է եկամուտների վարչարարության բարեփոխումների հասարակական խորհրդի հերթական նիստը: Քննարկվել է էլեկտրոնային եղանակով մաքսային ձևակերպումների մասնագետի որակավորում չունեցող անձանց հայտարարագրման ավտոմատ համակարգ մուտք գործելու կարգը, ինչը կոմիտեի ղեկավրի գնահատմամբ՝ նոր մոտեցում է. «Բիզնեսով զբաղվող քաղաքացիներին հնարավորություն է ընձեռվում ինքնուրույն լրացնել մաքսային հայտարարագիրը»: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ԿԱ ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Օրակարգի մյուս հարցով ներկայացվել են Հարկային օրենսգրքի կիրառությունն ապահովող՝ ՀՀ կառավարության մի շարք որոշումների նախագծեր, այդ թվում զրոյական դրույքաչափով հարկվող ԱԱՀ գործարքների գծով փոխհատուցումների պարզեցված ընթացակարգի մասին: «Առաջարկվում է մինչև 20 միլիոն դրամ հայտերի դեպքում պարզեցված ընթացակարգով, 4 աշխատանքային օրվա ընթացքում, կազմակերպել ԱԱՀ վերադարձը հայտարարատուին: Համաձայն վիճակագրության, 2016 թվականի ընթացքում 563 դեպքից 324-ը, մոտ 60 տոկոսը, մինչև 20 միլիոն դրամի չափով  հետ վերադարձված գումարներն են: Գործարար միավայրի բարելավմանն ուղղված հերթական քայլով էականորեն բարելավվելու է հարկ վճարողների ԱԱՀ-ի վերադարձի գործընթացը՝ խթանելով բիզնեսի զարգացումը»,-շեշտել է կոմիտեի ղեկավարը:

Վարդան Հարությունյանը կարևորել է հասարակական կազմակերպությունների հետ սերտ համագործակցությունը: Իրենց հերթին արդյունավետ գնահատելով վերջին շրջանում ՊԵԿ-հասարակություն երկխոսության ակտիվացումը, հասարակական կառույցների ներկայացուցիչները վստահեցնում են, որ բարձրացված հարցերն արագ լուծում են ստանում. «Նոր հարթակի միջոցով հնարավորություն ենք ունենում ոչ միայն ակտիվ մասնակցել նախագծերի քննարկմանը, այլև ոլորտի պատասխանատուների հետ անմիջական քննարկել գործնականում ի հայտ եկած խնդիրներն ու խոչընդոտները»,-ընդգծել է Եվրոպական բ անկի գործարարության աջակցման գրասենյակի ղեկավար Գևորգ Պողոսյանը:

Ակտիվ քննարկումներ են ծավալվել նաև հորիզոնական մոնիթորինգի համակարգի կիրառման, եկամտային հարկով հարկման բազայի վերահաշվարկման  առանձին դեպքեր սահմանելու և այլ հարցերի շուրջ: Ներկայացվել են կառուցողական առաջարկներ՝ կարճ ժամանակահատվածում ակնկալելով բարեփոխումների էական արդյունք:
