ՀՀ փոխարտգործնախարարը մասնակցել է Մարդու իրավունքների խորհրդի բարձր հատվածի աշխատանքներին

Ժնևում փետրվարի 27-28-ը տեղի ունեցավ ՄԱԿ-ի Մարդու իրավունքների խորհրդի 34-րդ նստաշրջանի բարձրաստիճան հատվածը, որի ընթացքում ելույթներով հանդես եկան ՄԱԿ-ի Գլխավոր քարտուղար Անտոնիո Գուտերեշը, Մարդու իրավունքների հարցերով ՄԱԿ-ի Բարձր հանձնակատար Զեիդ Ռաադ ալ-Հուսեյնը, ՄԱԿ-ի ԳԱ նախագահ Պիտեր Թոմսոնը, բազմաթիվ երկրների արտաքին գործերի նախարարներ և փոխնախարարներ, միջազգային կառույցների ղեկավարներ:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից, ՀՀ պատվիրակությունը ղեկավարում էր ԱԳ նախարարի տեղակալ Աշոտ Հովակիմյանը, ով իր ելույթում անդրադարձավ Մարդու իրավունքների պաշտպանության և խրախուսման ոլորտում Հայաստանում ձեռնարկվող քայլերին՝ նշելով ՄԱԿ-ի պայմանագրային մարմինների, Համընդհանուր պարբերական դիտարկման մեխանիզմի հետ ձևավորված համագործակցությունը։ Անդրադարձ կատարվեց նոր Սահմանադրության և Ընտրական օրենսգրքի րջանակներում նախատեսվող ընտրական գործընթացին։ Նշվեց, որ համաձայն նոր օրենսգրքի՝ ի թիվս այլ բարեփոխումների ավելացել է կին թեկնածուների համար նախատեսված քվոտան, ինչպես նաև առաջին անգամ Ազգային ժողովում տեղեր են հատկացվելու ազգային և էթնիկ փոքրամասնություններին:

Փոխնախարարը խոսեց Ադրբեջանի կողմից միջազգային հումանիտար իրավունքի և մարդու իրավունքների պարբերաբար ոտնահարման, ինչպես նաև Ադրբեջանի իշխանություննների կողմից հնչեցվող ատելության կոչերի և պատերազմական հռետորաբանության մասին: ՀՀ փոխնախարարի խոսքով՝ վերոնշյալը հանգեցնում է մարդու իրավունքների զանգվածային և բիրտ խախտումների, ինչպես դա տեղի ունեցավ 2016 թվականի ապրիլին Ադրբեջանի լայնածավալ ռազմական ագրեսիայի հետևանքով: Փոխնախարար Հովակիմյանն ընդգծեց նաև Ադրբեջանի կողմից ԼՂ այցելած լրագրողներին և խորհրդարանականներին քրեական հետապնդման ենթարկելու երևույթի դեմ պայքարելու կարևորությունը։

Իր խոսքում փոխնախարարն անդրադարձավ նաև ՄԱԿ-ի շրջանակներում Ցեղասպանության կանխարգելման ուղղությամբ Հայաստանի կողմից ձեռնարկվող քայլերին՝ հիշատակելով 2015 թվականին ՀՀ կողմից նախաձեռնված և Մարդու իրավունքների խորհրդում ընդունված Ցեղասպանության կանխարգելման վերաբերյալ բանաձևը, ինչպես նաև դեկտեմբերի 9-ը «Ցեղասպանության հանցագործության զոհերի հիշատակի և արժանապատվության և այդ հանցագործության կանխարգելման միջազգային օր» հռչակելու վերաբերյալ ՄԱԿ Գլխավոր ասամբլեայի բանաձևը:

Փոխնախարար Հովակիմյանը հիշատակեց նաև Սիրիայի ճգնաժամի և դրա հետևանքով Հայաստանում ապաստանած մոտ 20.000 սիրիահայ փախաստականների մասին՝ վերահաստատելով Հայաստանի պատրաստակամությունն մարդասիրական աջակցություն ցուցաբերել պատերազմից տուժած և տեղահանման վտանգի տակ գտնվող Սիրիայի բնակչությանը:

Ժնև կատարած աշխատանքային այցի շրջանակներում ՀՀ ԱԳ նախարարի տեղակալ ԱշոտՀովակիմյանը հանդիպում ունեցավ նաև Կիպրոսի արտաքին գործերի նախարարի տեղակալ Ալեքսանդրոս Զենոնի հետ, որի ընթացքում քննարկվեցին միջազգային կազմակերպությունների շրջանակում երկու երկրների միջև համագործակցությանն առնչվող հարցեր։

Հանդիպումներ անցկացվեցին նաև Առողջապահության համաշխարհային կազմակերպության գլխավոր տնօրենի պաշտոնի համար առաջադրված՝ Եթովպիայի և Միացյալ Թագավորության թեկնածուների հետ։
