Չկա եւ չի կարող լինել այն բանի որեւԷ երաշխիք ու խոստում, որ Հյուսիսատլանտյան դաշինքը չի ընդլայնվելու: Այդ մասին, ինչպես տեղեկացնում Է «Արմենպրես»-ը, հայտարարել Է ՆԱՏՕ-ի գլխավոր քարտուղար Ենս Ստոլտենբերգը Le Temps շվեյցարական թերթում հրապարակված հարցազրույցում:
«Նման խոստումներ կամ համաձայնագրեր չկան, ես ձեզ դա կարող եմ ցուցադրել վավերագրերով, եթե որեւԷ մեկը դա ցանկանում Է»,-նշել Է նա: «Եթե նման բան լիներ, ապա դա միանգամայն անընդունելի կլիներ,-ասել Է Ստոլտենբերգը:-Ի՞նչ իրավունքով Վաշինգտոնն ու Մոսկվան կարող Էին բանակցություններ վարել՝ վճռելով Լեհաստանի կամ Էստոնիայի ապագան»:
Դաշինքի գլխավոր քարտուղարը կտրականապես չի համաձայնել թերթի թղթակցի այն դիտարկմանը, թե, հնարավոր Է՝ ժամանակն Է հրաժարվել ՆԱՏՕ Ուկրաինային եւ Վրաստանի ընդունելու գաղափարից, հաշվի առնելով, որ այդ կարծիքին են «եվրոպացիներից առնվազն ոմանք»: «Դա բացառիկ վտանգավոր կլիներ»,-ասել Է Ստոլտենբերգը՝ հավելելով. «Եթե ՆԱՏՕ-ն սկսի ասել, որ պատրաստ Է դռները փակել այնպիսի երկրների առջեւ, ինչպիսիք են Ուկրաինան կամ Վրաստանը, որպեսզի բարելավեն Ռուսաստանի հետ հարաբերությունները, ապա դա կնշանակեր ընդունել անընդունելին՝ ազդեցության ոլորտնրի վերականգնումը, երբ մեծ տերությունները կարող են որոշումներ ընդունել փոքր երկրների փոխարեն», հաղորդել Է ՏԱՍՍ-ը:
