Հայաստանում ներդրված նոր ընտրակարգը վեր է հանում կանխատեսելի թերությունները

Հայաստանում ներդրված նոր ընտրակարգը, հատկապես դրա «ռեյտինգային» բաղադրիչն արդեն իսկ բացահայտ կերպով վեր է հանում այն կանխատեսելի թերությունները, որոնք հայ հասարակության ներկա բնույթին, արժեհամակարգին համապատասխան, կարող էին խոչընդոտել ընտրական գործընթացի բնականոն հունին:
Ակնհայտ իրողություն է՝ հայ պաշտոնյաների, քաղաքական, կուսակցական գործիչների շրջանում բացակայում է քաղաքակիրթ աշխարհին բնորոշ էթիկայի կանոնների գերակայության անչափ կարևոր հատկանիշը, երբ պետական պաշտոնյան, հատկապես ժողովրդի ընտրյալը պետք է հանդիսանա ոչ այլ ոք, քան իր ընտրողի պահանջների բարձրաձայնողն ու իր կուսակցության շահերի սպասարկողը: Ցավալիորեն, մեզանում առկա է տրամագծորեն հակառակ մոտեցումը՝ հիմնված «նպատակն արդարացնում է միջոցները» մաքիավելիական հայտնի կանխադրույթի վրա, երբ պատգամավորության թեկնածուն (նրա թողտվությամբ՝ նաև նրա կողմնակիցները) իր նեղ անձնական շահը գերադասում է բոլորից ու ամեն ինչից, իր ներկայացրած կուսակցության վարկանիշից՝ դրսևորելով հաճախ հակաօրինական, անգամ քրեորեն պատժելի վարքագիծ: Բայց երբ նման օրինակները եզակի չեն, ավելին՝ նույն թեկնածուների անունների հետ կապված միջադեպերը պարբերական բնույթ են ստանում, ապա օբյեկտիվ անհրաժեշտություն է առաջանում խնդրի համար լուծում գտնել արդեն այս փուլում:
Լուծումներից մեկը կարող է լինել կա՛մ ներկուսակցական տիրույթում, կա՛մ համապետական մակարդակում (ասենք՝ ԿԸՀ-ի շրջանակում) որևէ անկախ մարմնի ստեղծումը, որը կզբաղվի ընտրական գործընթացներին ուղղակիորեն մասնակից թեկնածուների վարքագծի օբյեկտիվ քննությամբ և լիազորված կլինի մինչև անգամ որոշ կարգազանցների հետագա քաղաքական գործունեությունը համարժեքորեն կասեցնելու իրավասությամբ. մայրենի լեզվի իմացության բավարար մակարդակից ոչ պակաս կարևոր է ապագա խորհրդարանականի բարոյական կերպարը, ոչ խնդրահարույց վարքագիծը…
Ի վերջո, խնդրահարույց վարքագիծ ունեցող ազգընտիրն, անկախ նրա ոչ պակաս խնդրահարույց ազդեցության ծավալից, այսօր լուրջ սպառնալիք է իրեն նեցուկ կանգնած կուսակցության հեղինակության համար, իսկ վաղն արդեն պետության՝ պետական այն ինստիտուտի, որ ինքն է ներկայացնելու:
2016թ. Հայաստան պետության ապրած ներքին և արտաքին սթափեցնող փորձությունները, մեր երկրի առջև այսօր կանգնած լրջագույն մարտահրավերները պարզապես ժամանակ չեն տալիս հապաղելու, անտեսելու: Այսօր ծագած խնդիրներն արդեն պետք է լուծվեն հընթացս՝ առանց սպասելու հաջորդ ընտրական գործընթացին. այսօր դսևորված օբյեկտիվ և իրավաչափ մոտեցումները մի քանի քայլ առաջ կմղեն դեպի ավելի վստահելի և ժողովրդավարական հաջորդ ընտրական գործընթացները:
