«Մեր տեղեկություններով ՀՀ կառավարության առաջիկա նիստի օրակարգում է լինելու 2016 թվականի ՀՀ պետական բյուջեի նախագիծը։ Կառավարության հավանությանն արժանանալաց հետո այն անմիջապես ուղարկվելու է ՀՀ Ազգային ժողով։
Հաջորղ տարվա բյուջեն առանձնանում է նրանով, որ բյուջեի եկամուտների հավաքագրման ծավալների շուրջ կան բազմաթիվ անորոշություններ, որոնք ոչ մի կերպ հնարավոր չէ հաշվարկել։ Դա հիմնականում պայմանավորված է մեր հիմնական տնտեսական գործընկեր երկրամ` Ռուսաստանում տիրող իրավիճակով։ Նավթի գների կտրուկ անկումը եւ ռուսական ռուբլու շեշտակի արժեզրկումը հանգեցրեց նրան, որ նվազեցին ՌԴ-ից Հայաստան ուղարկվող մասնավոր տրանսֆերտների ծավալը, ցնցվեց մեր ֆինանսական շուկան։ Ամենևին բացառված չէ, որ հաջորդ տարվա պետական բյուջեում նախատեսվեն ավելի քիչ եկամուտներ, քան այս տարի։ Այլևս ակնհայտ է, որ այս տարվա համար նախատեսված բյուջետային եկամուտները չեն հավաքագրվելու, եւ հաջորղ տարվա բյուջեի նախագիծը կկազմվի հենց այդ իրողությունից ելնելով։ Առավել սուր է դրված ՀՀ պետական պարտքի հարցը»,–գրում է թերթը։
