Դմիտրի Մեդվեդեւը հաստատեց Սերժ Սարգսյանին. որն է ԵՏՄ «ցեմենտը». «Ժամանակ»

«Ժամանակ» թերթը գրում է. «Ռուսաստանի վարչապետ Դմիտրի Մեդվեդեւը Ղրղըզստանում տեղի ունեցած ԵՏՄ վարչապետների խորհրդի նիստի շրջանակում հայտարարել է, թե Եվրասիական միությունից դուրս գալու դեպքում որեւէ երկիր ռուսական գազի դիմաց պետք է վճարի միջազգային գնով: «Այստեղ ոչ ոք ոչ մեկին ուժով չի պահում»՝ հայտարարել էր ՌԴ վարչապետը, իրականում՝ սակայն ինքն իր այդ պնդմանը հակառակ ցույց տալով, որ ԵՏՄ-ն պահում են ուժով:
Ուժը չի ենթադրում միայն ֆիզիկական գործադրում: Գործադրման եղանակները տարբեր են, էականը բնույթն է, երբ որեւէ մեկը պահվում է ոչ թե գրավչությամբ, այլ շանտաժով կամ սպառնալիքով: Իսկ ՌԴ վարչապետի խոսքը սպառնալիք է ամբողջությամբ: Մեդվեդեւի այդ սպառնալիքի ենթատեքստը եւ հասցեատերը Բելառուսն է, հաշվի առնելով երկու երկրների հարաբերություններում վերջին շրջանի լարվածության աճը, որում զգալի տեղ ունի նաեւ գազի գնի շուրջ անհամաձայնությունը: Սակայն Մեդվեդեւի հայտարարությունը ուշագրավ է հնչում մեկ այլ հայտարարության ֆոնին, որ արել էր Սերժ Սարգսյանն օրերս Եվրանյուզ հեռուստաալիքին տված հարցազրույցում:
Խոսելով Եվրաասոցացման գործընթացից հրաժարվելու եւ ԵՏՄ-ին անդամակցելու որոշման մասին, որ կայացվեց գործնականում մեկ գիշերում, Սերժ Սարգսյանը Եվրանյուզին ասում է, թե Ռուսաստանը որեւէ արգելք չի դրել Եվրաասոցացման համար, պարզապես ասել է, թե այդ դեպքում Հայաստանը գազը պետք է գնի միջազգային գնով: Այդպես Սերժ Սարգսյանը փորձում էր մի կողմից ցույց տալ, թե սեպտեմբերի 3-ի իր որոշումը չի եղել ՌԴ ճնշման կամ սպառնալիքի տակ, մյուս կողմից՝ փորձում էր հիմնավորել իր այդ որոշումը:
Եվ ահա, Սարգսյանի հայտարարությունից մի քանի օր անց Ղրղզըստանում Մեդվեդեւը հնչեցնում է սպառնալիք Բելառուսի հասցեին, այդպիսով՝ կարծես թե հաստատելով Սերժ Սարգսյանի խոսքերը: Իսկ դա ըստ էության բացում է երեւույթի ամբողջ համատեքստը, որը նշանակում է, որ Մեդվեդեւի հայտարարության հասցեատերն իրականում ԵՏՄ բոլոր անդամներն են, ոչ թե միայն Բելառուսը:
Այսինքն՝ սպառնալիքը Ռուսաստանի ունիվերսալ լեզուն է եւ ԵՏՄ «ցեմենտը»: Այսինքն՝ Ռուսաստանի վարչապետը չի ասում, որ ԵՏՄ-ից ոչ ոք դուրս չի գա, քանի որ այդ կառույցը ունի գրավիչ հեռանկար, տալիս է իր անդամներին տնտեսական եւ քաղաքական զարգացման հնարավորություն, բարձրացնում է անվտանգության մակարդակը, բազմապատկում է յուրաքանչյուր անդամի ներուժը:
ԵՏՄ պարագայում «միավորողը» սպառնալիքն է, որով հանդես է գալիս Ռուսաստանը՝ մյուս անդամների, «դաշնակիցների» հանդեպ: Եթե այսօր խնդիրը Բելառուսի հետ է, ապա սպառնալիքի հասցեատերը Բելառուսն է, երեկ խնդիրը Հայաստանի հետ էր՝ սպառնալիքը հնչել էր Հայաստանի հասցեին:
Եվրաասոցացման գնալու դեպքում Հայաստանը կհայտնվեր մի միջավայրում, որտեղ ուժեղները թույլերին կամ փոքրերին չեն սպառնում, չեն շանտաժում, չեն ահաբեկում տնտեսական կամ ռազմա-քաղաքական մահակներով, այլ առաջարկում են գործընկերություն, առաջարկում են զարգացման տարբերակներ: Դրանով է ինտեգրացիան տարբերվում ազատազրկումից, իսկ միությունը՝ համակենտրոնացման ճամբարից: Ճամբարում իհարկե կարող են լինել կեցության տարբեր աստիճաններ, ի վերջո կախված նաեւ վերակացուների տրամադրությունից, մեծահոգությունից, բարեհաճությունից: Բայց ճամբարի էությունը դրանից չի փոխվում, քանի որ այն զրկում է թե՛ անհատին, թե՛ պետությանը ամենակարեւորից՝ ազատությունից»:
