Օմբուդսմենը կոռուպցիոն ռիսկեր է բացահայտել գիտական աստիճանների շնորհման գործընթացում

ՀՀ կրթության և գիտության նախարարության ենթակայության տակ գտնվող Բարձրագույն որակավորման հանձնաժողովը (ԲՈՀ) խախտել է պրոֆեսոր, տնտեսական գիտությունների թեկնածու Ամալյա Սարիբեկյանի իրավունքը:
Ինչպես տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակազմից, պրոֆեսոր Սարիբեկյանը Երևանի պետական համալսարանի տնտեսագիտության մասնագիտական խորհրդում հրապարակային պաշտպանել է իր դոկտորական ատենախոսությունը, ինչի արդյունքում Խորհուրդը որոշել է նրան շնորհել տնտեսագիտության դոկտորի գիտական աստիճան և դիմել Բարձրագույն որակավորման հանձնաժողով՝ աշխատանքը հաստատելու և համապատասխան վկայագիր տալու համար: ԲՈՀ-ը, ելնելով փորձաքննության արդյունքից, աշխատանքն ուղարկել է կրկնական քննարկման: Ա յնուհետև Ամալյա Սարիբեկյանը 2-րդ անգամ տնտեսագիտության մասնագիտական խորհրդում պաշտպանում է նույն թեմայով իր ատենախոսությունը, և Մասնագիտական խորհուրդը նրան կրկին շնորհում է գիտական աստիճան և, ըստ ընթացակարգի, աշխատանքն ուղարկում ԲՈՀ: Սակայն ԲՈՀ-ը, այս անգամ ևս հիմք ընդունելով փորձագիտական եզրակացությունը, ընդհանրապես բեկանում է մասնագիտական խորհրդի որոշումը:
Օմբուդսմենի ուսումնասիրության արդյունքում պարզվել է, որ ԲՈՀ-ն ատենախոսության կրկնական քննարկման և բեկանման որոշումները կայացնելիս հիմնվել է փորձաքննության արդյունքների վրա այն դեպքում, երբ չունի որևէ սահմանված կարգ գիտական աստիճանների շնորհման գործընթացում: Այսինքն, փորձաքննության ուղարկելու գործընթացում չկան իրավական հիմնավորումներ. մասնավորապես, քանի անգամ նույն աշխատանքը կարելի է տալ փորձագետի փորձաքննությանը, քանի անգամ կարելի է փոփոխել ատենախոսության վերաբերյալ դիտողությունների կազմը և բովանդակությունը, որ դեպքերու մ և ինչ պայմաններում կարելի է նախատեսել կրկնակի և ավել փորձաքննություն, ինչպես և ինչ սկզբունքով պետք է անցկացվեն կրկնակի և ավել փորձաքննությունները, ինչպես նաև հստակեցված չեն բեկանման ընթացակարգերը:
Հաշվի առնելով, որ վերոնշյալ գործընթացների կանոնակարգված չլինելու, իրավական որոշակիության բացակայության և ԲՈՀ-ի նախագահի կամայականության պայմաններում է ԲՈՀ-ը մերժել Ամալյա Սարիբեկյանին տնտեսագիտության դոկտորի գիտական աստիճանի տրամադրումը`
Օմբուդսմենը Կրթության և գիտության նախարարությանն առաջարկել է կարգապահական պատասխանատվության ենթարկել խախտում թույլ տված պաշտոնատար անձին և կանոնակարգել ոլորտում առկա բացթողումները, որպեսզի այսուհետ բացառվեն ԲՈՀ-ի հայեցողական որոշումները, քանի որ նման որոշումների ընդունումն իր մեջ ակնհայտորեն պարունակում է կոռուպցիոն ռիսկեր ու դրսևորումներ:
Ոլորտում առկա մտահոգիչ բացթողումներն ընդունվել են Կրթության և գիտության նախարարության կողմից, սակայն մինչ օրս դրանք շտկված չեն:
