Ճիշտ չէ միայն ԱՄՆ–ին մեղադրել աշխարհում տիրող անկայունության համար: Այս մասին ասաց Վաշինգտոնում բնակվող ռուսաստանցի քաղաքագետ։ Երևանում անցկացվող «Վալդայ» միջազգային բանավեճի ակումբի արտագնա նիստի ժամանակ այս մասին հայտարարեց ԱՄՆ Միջազգային անվտանգության ինստիտուտի եվրոպական և ասիական ծրագրերի տնօրեն Նիկոլայ Զլոբինը։ 

«Կայուն էր «սառը պատերազմը», մենք բոլորս ուզում էինք, որ այն ավարտվի, այն վերջացել է և սկսվել է անկայունությունը: Փլուզվեց ԽՍՀՄ-ը և կարծում եմ, որ մինչ օրս փլուզվում է, որովհետև հետխորհրդային տարածքը դեռևս ամբողջապես չի ձևավորվել»,– ասաց նա:

Նիկոլայ Զլոբինը նշեց, որ միջազգային հարթակում հայտնվեցին նոր խաղացողներ, որոնք չունեին քաղաքական ձայն «սառը պատերազմը»-ի ժամանակ: «Նրանք հանդես եկան իրենց նոր գաղափարներով, մտքերով և փոխեցին իրավիճակը, աշխարհում ամեն ինչ փոխվեց, և մասամբ ամերիկյան քաղաքականության արդյունքում: Բարդել ամեն ինչ ԱՄՆ գլխին, ասել, որ անկայունությունն աշխարհում ստեղծվել է ԱՄՆ պատճառով, այդքան էլ ճիշտ չէ»,- նշեց նա։

Նիկոյալ Զլոբինը նաև նշեց, որ չկա աշխարհում որևէ կենտրոն, որը կասի՝ ուզում եմ անել ու անում է: Իսկ Չինաստանը, Ճապոնիան, ըստ նրա, առաջատար են եղել ժամանակավոր, բայց «սառը պատերազմից» հետո նրանց դերը կնվազի, որովհետև գլոբալ խաղացողների կարիքը գնալով նվազում է:
