«Հայկական ժամանակ». Բարձրաստիճան պաշտոնյաների «բարձրաստիճան» նվերները

«Հայաստանի զանգվածային լրատվության միջոցները հեղեղված են մեր տարբեր մակարդակի պաշտոնյաների ու նրանց հարազատների ստացած ահռելի եկամուտների մասին հրապարակումներով։
Ընդ որում, այդ հրապարակումների համար հիմք են հանդիսանում խիստ պաշտոնական փաստաթղթեր։ Խոսքը պաշտոնյաների ներկայացրած գույքի և եկամուտների հայտարարագրերի մասին է, որոնք տեղադրված են Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովի պաշտոնական կայքում։ Եվ այդ հայտարարագրերը լրացնում են հենց իրենք՝ պաշտոնյաները ու ներկայացնում վերը նշված հանձնաժողովին։ Այդ հայտարարագրերը շատ հետաքրքիր են, բայց միայն մամուլի և հանրության համար։ Իրավապահ որևէ մարմին մինչ օրս չի «հետաքրքրվել» դրանցով, ոչ մի պաշտոնատար անձի ներկայացրած հայտարարագիր կասկածելի չի համարվել, ոչ մի պաշտոնյա ստիպված չի եղել բացատրել, թե որտեղից իրեն այդքան գումար կամ ունեցվածք։ Այնինչ գույքն ու եկամուտները հայտարարագրելու ամբողջ իմաստը հենց դրա հակակոռուպցիոն բնույթն էր, ոչ թե հանրության նյարդերը քայքայելը։
Հիմա բերենք նվերների մի քանի օրինակ։ Նվերներ ստանալու բացարձակ ռեկորդակիրը ՀՀ նախագահի վերահսկողական ծառայության ղեկավար Հովհաննես Հովսեփյանն է։ Վերահսկողականի պետը միայն 2011-ից մինև 2014 թվականները ավելի քան 2.5 միլիոն դոլարի նվերներ է ստացել անհայտ աղբյուրներից։ 2.5 միլիոն դոլար... Ընդ որում, ստացել է առանձին «խմբաքանակներով»՝ մի քանի անգամ 100 հազարական դոլարով, մի անգամ՝ 150 հազար, մի անգամ՝ 205 հազար, մի անգամ՝ 250 հազար, մի անգամ էլ՝ 1.6 միլիոն դոլար։ Ովքե՞ր են այն շռայլ մարդիկ, ովքեր առանց որևէ շահ ունենալու 2.5 միլիոն դոլար են նվիրել այս անձնավորությանը։ Արդյոք պաշտոն չունենալու պայմաններում նա կարժանանա՞ր նման, ներեցեք արտահայտության համար, նվերների։ Ո՞վ պետք է պարզի դա։ Օրինակ ՀՀ գլխավոր դատախազությունը։ Բայց ՀՀ գլխավոր դատախազ Գևորգ Կոստանյանը ինքն է խոշոր նվերներ ստանում չգիտես ինչի համար։ Անցած 3 տարիների ընթացքում նա և իր կինը ստացել են 100 հազար դոլար և 35 միլիոն դրամ։ Իսկ գուցե ԱԱԾ-ն... Բայց ԱԱԾ պետի կինը 19 միլիոն դրամի նվեր է ստացել։ Իսկ գուցե Վերահսկիչ պալա՞տը ստուգի։ Բայց ՎՊ նախագահի կինն էլ, արի ու տես, 15 հազար դոլար է նվեր ստացել, չհաշված Զաքարյանների, մեղմ ասած, ճոխ առանձնատունը, որը նույնպես նվեր է։ Ցանկը կարելի է անվերջ շարունակել, բայց դրանից ոչինչ չի փոխվի»,–գրում է թերթը։
