Հարկային և մաքսային բարեփումների երկրորդ էշելոնը

ՊԵԿ-ը հանդես է եկել բարեփոխումների բոլորովին նոր նախաձեռնությամբ, որը միտված է լինելու հիմնականում երկրում գործարար բարելավմանը: Նախանշված բարեփոխումները ընթանալու են փուլային տարբերակով, առաջին փուլի բարեփոխումներին հետևելու են երկրորդ փուլը, որի հիմքում դրվել են մի շարք խթանիչ ուղղություններ:
Երկրորդ փուլում նախատեսվող քայլերից կարելի է առանձնացնել օրինապահ հարկ վճարողներին տրամադրվող տնտեսական խթանների ընդլայնումը, օրինակ՝ արտահանող անձանց ԱԱՀ-ի գերավճարների հետ վերադարձման ավելի կարճ ժամկետների սահմանում, գնումների գործընթացին մասնակցության պայմանների դյուրացում:
Շատ կարևոր ձեռնարկում է լինելու ՓՄՁ սուբյեկտների շրջանառության հարկի հաշվարկման ինքնաշխատ համակարգի ներդրումը (pre-filing) հարկային մարմնի էլեկտրոնային կառավարման համակարգում, որը շրջանառության հարկի հաշվարկը ՓՄՁ-ներին հասանելի կդարձնի նաև ՀԴՄ-ի միջոցով: Տնտեսվարողների շահերից է բխում նաև ԱԱՀ վճարողների կողմից ՀՀ ներմուծվող մեքենասարքավորումների և հումքի համար Մաքսային սահմանին ԱԱՀ-ի կիրառման վերացումը:
